Promoting regional connectivity, improving the effectiveness of industrial promotion in the Central Highlands - Central region

On the afternoon of December 4, in Da Nang city, the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade) coordinated with the Department of Industry and Trade of Da Nang city to organize the 14th Industrial Promotion Conference of provinces and cities in the Central - Central Highlands region in 2025 with the participation of leaders of the Department of Industry and Trade of provinces and cities and representatives of industrial promotion units, enterprises and typical rural industrial establishments.

This conference is part of a series of events of the Industry and Trade sector of provinces and cities in the Central Highlands region taking place in Da Nang city from December 4 to 8, 2025. At the same time, it is a forum for localities to share experiences and discuss solutions for industrial promotion activities in the context of the region facing many challenges from natural disasters, climate change and the need to restructure the apparatus according to the two-level local government model.

Connect to overcome difficulties, create momentum for production recovery

Speaking at the conference, Deputy Director Do Thi Minh Tram expressed her sympathy for the great losses that some provinces and cities in the region have just experienced due to storms and floods. Natural disasters cause heavy losses in human lives and property, directly affecting people's lives and production and business activities of rural industrial establishments. Therefore, this conference is also an opportunity for localities to share experiences and strengthen connections to support production establishments to quickly recover.

According to the Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion, 2025 is the year our country celebrates many important events, the final year of 5 years of implementing the Resolution of the 13th National Party Congress, the Socio -Economic Development Plan 2021-2025; especially for industrial promotion work, 2025 is the final year of important significance in implementing the National Industrial Promotion Program for the period 2021-2025 as approved in Decision No. 1881/QD-TTg of the Prime Minister and the Industrial Promotion Program for the period issued by localities. Notably, compared to previous conferences, the 2025 Conference recorded the additional participation of three localities Thanh Hoa, Nghe An and Ha Tinh, thereby expanding the scope of coordination, increasing regional connectivity in implementing industrial promotion activities in the Central Highlands region.

According to Deputy Director Do Thi Minh Tram, from 2024 to now, the world situation continues to develop complicatedly; opportunities and challenges intertwine. In the country, climate change causes extreme weather phenomena, increasing risks for vulnerable sectors and groups. This is a factor seriously affecting the operations of enterprises and rural industrial production facilities. In that context, the Government and the Ministry of Industry and Trade have directed many solutions to remove difficulties and support businesses to recover.

The conference focused on evaluating the results of industrial promotion activities in 2024 and 11 months of 2025; identifying advantages and difficulties in organizing the apparatus after merging provinces and cities and implementing the two-level government model; assessing the impact of industrial promotion policies on rural industrial establishments; and at the same time proposing solutions to complete the 2025 plan.

According to Deputy Director of the Department of Industry and Trade of Da Nang City Do Thi Quynh Tram, with the direction of the City Party Committee, People's Council, People's Committee and the support of the Ministry of Industry and Trade, Da Nang has effectively implemented the local industrial promotion program. In particular, the policy of developing souvenir products for tourism continues to be a typical direction, contributing to spreading the cultural and tourism identity of the city. At the same time, she emphasized that the Conference is an opportunity for localities to share experiences in digital transformation, green economy, circular economy and orientation for the period 2026-2030 when Da Nang implements a two-level government model and administrative boundaries are expanded. "In the spirit of solidarity, cooperation and sharing, the Department of Industry and Trade of Da Nang commits to accompany provinces and cities in the region to develop sustainable rural industry, promoting the advantages of the Central - Central Highlands region", Ms. Do Thi Quynh Tram affirmed.

Strive to complete 100% of assigned industrial promotion tasks

According to the report of the Department of Innovation, Green Transformation and Industrial Promotion, the Central Highlands region (11 provinces and cities after the merger) has achieved many positive results in implementing industrial and trade development goals, especially industrial promotion activities. In 2025, localities will not implement national industrial promotion activities, only local industrial promotion with a total budget of VND 43,735 billion, reaching 84.06% of the plan. Some localities with high budget allocations include Da Nang (VND 13,312 billion), Gia Lai (VND 7,792 billion), Quang Tri (VND 6,492 billion), Dak Lak (VND 4,285 billion) and Nghe An (VND 5.5 billion). In 2025, the total approved industrial promotion budget plan is 60,840 billion VND, an increase of 16.94% compared to 2024. Of which, local industrial promotion budget: 49,465 billion VND (accounting for 81.3% of the total regional budget); national industrial promotion budget: 11,375 billion VND (accounting for 18.7%).

However, in the first 11 months of 2025, the region had to focus on restructuring the organization and arranging administrative units according to the two-level government model. This affected the progress of some industrial promotion activities and slow disbursement in some localities. However, localities still made efforts to implement the tasks. The total regional budget has reached VND 47,017 billion, reaching 77.27% of the 2025 plan, equal to 133.59% of the same period in 2024. Of which, the national industrial promotion budget implemented VND 7,775 billion, reaching 12.77% of the yearly plan; the local industrial promotion budget implemented VND 39,242 billion, reaching 64.5% of the yearly plan.

According to the plan, in the remaining months of 2025, the regional industrial promotion sector aims to complete 100% of assigned national and local industrial promotion projects; continue to develop group projects and pilot projects to ensure quality. The tasks will be deployed in conjunction with the full implementation of the objectives of industrial promotion activities as prescribed in Decree No. 45/2012/ND-CP, Decree No. 235/2025/ND-CP amending and supplementing a number of articles of Decree 45/2012/ND-CP, the National Industrial Promotion Program for the period 2021-2025 and the industrial promotion programs of localities until 2025. In addition, the work of inspection, supervision and evaluation of the implementation of industrial promotion activities in the area will be strengthened; in parallel, information and propaganda on industrial promotion policies will be promoted to improve the effectiveness of implementation in practice.

At the Conference, local delegates enthusiastically discussed, shared practical experiences, and proposed solutions to improve the quality and effectiveness of industrial promotion work in the coming period, focusing on regional linkages, innovation, and green transformation.
