Son La Industrial Promotion increases momentum for rural industry

In recent years, Son La province has focused on strongly implementing industrial promotion policies, creating important motivation to help rural industrial establishments innovate technology, improve competitiveness, and promote economic restructuring. The completion of the legal framework from the central to local levels, along with the new implementation orientation according to Decree 235/2025/ND-CP, has also opened up great opportunities for Son La to effectively promote industrial promotion policies in the next period.

Perfecting the mechanism, making a breakthrough in production

Son La Province Investment, Trade and Tourism Promotion Center (Center) said that industrial promotion policy is an important part of the state's industrial and socio -economic development policy system. Relevant legal documents are constantly being amended and supplemented to suit the development context of each stage.

Notable ones are Decree 45/2012/ND-CP on industrial promotion and guiding circulars; Circular 20/2017/TT-BCT Amendment 46/2012/TT-BCT guiding industrial promotion; Decision 1881/QD-TTg approving the National Industrial Promotion Program 2021 - 2025.

Based on the regulations of the Central Government, Son La province has issued many important policies such as Decision 20/2014/QD-UBND and Decision 38/2018/QD-UBND on supporting industrial promotion activities; Decision 130/QD-UBND approving the Provincial Industrial Promotion Program for the period 2021 - 2025; Resolution 109/2025/NQ-HDND on the level of expenditure for local industrial promotion activities. In addition, the Department of Industry and Trade and related departments and branches have issued many implementation guidelines, ensuring synchronization from mechanism to implementation.

Thanks to the increasingly perfect system of policies and mechanisms, Son La's industrial promotion work has achieved many clear results in recent times.

According to the Center, first of all, the policy of supporting investment in advanced machinery and equipment has helped rural industrial establishments upgrade their production lines, gradually replacing manual and fragmented production with semi-automatic or automatic technologies. Technological innovation not only increases productivity, reduces costs, and limits material loss, but also improves working conditions for workers.

Along with that, the industrial promotion also supports technical consulting, process improvement, packaging, labeling and branding for products. Thanks to that, many rural industrial products of Son La have increased their added value, expanded their markets to other provinces and gradually approached the international market.

One of the major impacts of industrial promotion is to promote the transformation of the rural economic structure. The industries and professions of processing agricultural and forestry products, small-scale industry and production services have developed strongly, effectively exploiting the advantages of raw materials such as tea, coffee, wood, medicinal herbs and fruits. Thereby, the production of goods linked to the market has been expanded, gradually reducing dependence on pure agriculture .

Industrial promotion also plays an important role in creating jobs and increasing income for people. The development of rural industrial establishments helps to create more non-agricultural jobs, especially for ethnic minorities; at the same time, it limits the situation of spontaneous labor migration, contributing to social stability and sustainable poverty reduction.

Notably, the industrial promotion program has effectively supported small and medium enterprises, cooperatives and production households - entities that often face difficulties in capital, management experience and technology. This has helped many establishments develop on a larger scale, and some cooperatives have transformed into enterprises.

Trade promotion activities have been promoted, helping rural industrial establishments participate in fairs, connecting supply and demand, and e-commerce. Thanks to that, Son La products have appeared more widely in the domestic market and gradually reached out to the international market. The connection between industrial promotion and the OCOP program, local specialty products have brought about a clear spreading effect.

More importantly, many industrial promotion models aim at sustainable development goals: using clean technology, saving energy, and treating the environment; while preserving local cultural values ​​and traditional crafts.

Expanding the audience, increasing the depth of support

Decree 235/2025/ND-CP amends and supplements a number of articles of Decree 45/2012/ND-CP with many new points. The Decree adds many beneficiaries of the policy such as small and medium enterprises, business households, cooperatives, production establishments applying cleaner production, artisans, women, ethnic minorities, etc. At the same time, the content of industrial promotion is expanded to digital transformation, sustainable production and consumption, environmental treatment at industrial and handicraft establishments, technical demonstrations, trade promotion and development of traditional industries.

To effectively implement the Decree and continue to improve the effectiveness of industrial promotion activities, the Center said it will implement a number of key directions. Accordingly, it will build an Industrial Promotion Program for the period 2026 - 2030 by reviewing priority industries, assessing actual needs and identifying potential products; at the same time, calculating counterpart resources and multi-source support mechanisms.

Strengthen training, technology transfer and vocational training through cooperation with vocational schools and research institutes; open training courses on management, marketing, digital transformation and cleaner production.

Deploy technical demonstration models and test new technologies, focusing on advantageous industries such as agricultural processing, wood products, and medicinal materials; at the same time support communication and replication of effective models.

Support the development of rural industrial products and handicrafts through upgrading models, packaging, and brand design; organize promotional programs, connect markets, and participate in domestic and foreign fairs.

Continue to promote digital transformation and sustainable consumption by supporting management software, e-commerce, online promotion; develop criteria for evaluating green production models. Prioritize support for vulnerable groups including women, ethnic minorities, and artisans. The support mechanism will simplify procedures and increase direct consultation at the grassroots level.

Strengthen inspection, supervision and transparency in budget management; train industrial promotion officers at all levels in budget management, project appraisal and bidding. Mobilize more social resources, encourage large enterprises to participate in supporting small enterprises and production facilities.
