Ho Chi Minh City: Current situation and solutions in operating two-level local government

Ho Chi Minh City People's Council and Ho Chi Minh City National University will organize a scientific workshop on "Operating the 2-level local government model - current situation and solutions" on December 5.

The People's Council of Ho Chi Minh City has issued Plan No. 823/KH-HĐND on organizing the scientific workshop "Operating the 2-level local government model - current situation and solutions". Accordingly, the workshop will be held on December 5 at the City People's Council Headquarters.

According to the City People's Council, since the beginning of July 2025, the City People's Council has always accompanied the City People's Committee in reviewing and issuing resolutions, creating a solid legal basis to ensure the smooth operation of the entire government from the city to the grassroots. In particular, the City People's Council has continuously sent many survey and supervision delegations to commune-level authorities to promptly detect shortcomings and propose solutions to competent authorities.

Since then, many resolutions have been issued by the City People's Council to unify policies and regimes, strongly decentralize and delegate power to most effectively implement the functions and tasks of each agency and unit.

The two-tier local government model in Ho Chi Minh City has been promoting digital transformation in serving people and businesses.

According to the City People's Council, in addition to the advantages and achievements, the operation of the 2-level local government model also has some bottlenecks, many tasks need to be completed to better meet the needs of people and businesses and make the best use of the city's resources in a new development space.

In order to objectively and comprehensively assess the problems and difficulties and propose solutions to continue improving the operational efficiency of the two-level local government in the new period, the Standing Committee of the City People's Council coordinated with Ho Chi Minh City National University to organize the above scientific conference.

The workshop was attended by delegates representing the Department of Local Government Organization - Ministry of Home Affairs , People's Council - People's Committee - Vietnam Fatherland Front Committee of the city, City Propaganda and Mass Mobilization Committee, delegates of the City People's Council, representatives of a number of departments and branches; representatives of a number of People's Councils - People's Committees of communes and wards and many other delegates...

The workshop received 30 scientific articles from lecturers of law training institutions, experts who are directly involved in the field of law making and legal research. The articles in the proceedings and the comments and exchanges at the workshop are all dedicated research, responsible suggestions to contribute to the completion of regulations to improve operational efficiency, quality of public human resources, and promote the autonomous role of the commune level in the process of operating the 2-level local government model.
