Discussing at the Hall this morning, December 4, National Assembly delegates stated that during the 15th National Assembly term, we can clearly see the revolutionary offensive spirit of the National Assembly, the spirit and efforts of the delegates for a strong Vietnam and above all, a National Assembly that acts wholeheartedly for the happiness of the people.

Closely linking the National Assembly 's decisions with ensuring implementation conditions

National Assembly Deputy Duong Khac Mai (Lam Dong) highly appreciated the Report on the work of the 15th National Assembly's tenure, which fully and comprehensively reflected the activities of the National Assembly in a special context with many unprecedented major fluctuations in history, from the Covid-19 pandemic to the post-pandemic global economic downturn, especially the requirements for economic recovery, institutional reform, organizational restructuring and promoting digital transformation.

In that context, the delegate commented that “The National Assembly has completed a very large amount of work with high requirements on quality and progress. These contents are fully and comprehensively assessed in the Report”.

National Assembly Deputy Nguyen Anh Tri (Hanoi) affirmed that the 15th National Assembly has done many great things, with many innovations in the way the National Assembly operates. The National Assembly has successfully organized 19 sessions, including 10 regular sessions and 9 extraordinary sessions. This is a special innovation, the National Assembly meets when the people need it, when the country needs it. Thanks to that, the decisions of the National Assembly carry the breath of life that is taking place, timely and lively.

Delegate Duong Khac Mai also highly appreciated the outstanding marks of the term, especially the amendment and supplementation of a number of articles of the 2013 Constitution, creating a constitutional basis for many major reforms, promptly removing institutional bottlenecks and bottlenecks, innovating supervision and supreme supervision activities, deciding on major policies on socio-economy, budget, public investment, economic and social recovery and development after the pandemic...

Regarding legislative work, the Report correctly assessed the huge amount of legislative work during the 15th National Assembly term. However, in the coming period, delegate Duong Khac Mai noted that the focus should not be on continuing to promulgate many laws but should shift to the requirement of legal stability, ensuring predictability, feasibility and reasonable compliance costs.

“The report should emphasize more clearly the need to minimize the situation where laws have to be amended as soon as they are issued, and at the same time strengthen early supervision of policy quality right from the beginning of law-making,” the delegate emphasized.

The report affirmed important innovations in the content and methods of supervision during the term. In the coming time, delegates emphasized that the decisive issue is to continue to perfect the institution, to monitor, urge, and re-supervise the implementation of conclusions and recommendations after supervision.

In practice, if the post-supervision stage is not organized and implemented synchronously and closely, the actual effectiveness of supervision will still be limited and not strong enough. Therefore, the Report needs to emphasize this content more in the orientation for the next term and consider it a focus to improve the effectiveness of the National Assembly's supervision.

Regarding the relationship between policy decisions and implementation capacity at the local level, delegates noted that the 15th National Assembly has issued many major and important policies and decisions on the budget, public investment, post-pandemic economic recovery and the administrative unit restructuring revolution. However, in practice, implementation capacity between localities is still different.

Therefore, it is recommended that in the coming orientation, the Report should emphasize more the requirement to closely link the National Assembly's decisions with ensuring implementation conditions, especially in terms of resources, apparatus and human resources at the grassroots level, to avoid the situation where the policy is very correct, but the implementation process is slow and not very effective.

The report mentioned the construction of an electronic National Assembly and the application of information technology in the activities of the National Assembly. However, delegate Duong Khac Mai said that it is necessary to clarify the goals and requirements of digital transformation, not just stopping at the application of technology but must be associated with comprehensive innovation of the working methods of the National Assembly.

Looking back at the 15th National Assembly term, delegate Duong Khac Mai shared that he personally has many emotions, one of which is the belief and revolutionary spirit of the National Assembly, the spirit of the delegates for a strong Vietnam and above all, a National Assembly that acts with all its might for the happiness of the people.

Need special mechanism to bring factories to rural areas

Paying attention to the Government's term summary report, National Assembly Deputy Tran Thi Thu Phuoc (Quang Ngai) emphasized that our country has achieved proud results in a turbulent term.

Notably, in terms of social security, we have completed the elimination of temporary and dilapidated houses 5 years and 4 months ahead of schedule. The Government has carried out this task in the spirit of not leaving anyone behind, helping people settle down, contributing to strengthening the great national unity bloc and maintaining political and social stability right from the grassroots.

However, delegate Tran Thi Thu Phuoc pointed out that the problem that needs to be solved in the next term is that although electricity, roads, schools and stations have improved a lot, income and local jobs for people in rural and mountainous areas are still a difficult problem and the gap between rich and poor regions is still quite large.

“The result is a wave of young workers having to leave their homeland and the border to flock to industrial zones in large cities to find a living. This has overloaded infrastructure and put pressure on social security in large cities; creating "empty villages" and "deserted hamlets", with only the elderly and children remaining in border areas, rural areas, and remote areas. These are gaps that are easy for criminals and hostile forces to infiltrate, causing insecurity and disorder, rural security and the country's fences.”

From the above analysis, delegates suggested that the Government should not only stop at general incentive policies but also have a special mechanism to bring factories to rural areas.

Delegates proposed that the Government direct localities to allocate the most favorable land funds in rural areas of the province when planning to form satellite industrial clusters. It is necessary to simplify the procedures for converting ineffective rice land use to non-agricultural production land to welcome this capital flow.

At the same time, issue tax and income incentives for businesses at the highest level as applied to economic zones for businesses investing in mountainous and border areas regardless of large or small scale.

Focus on strong support for deep processing industry associated with existing OCOP products of localities. These OCOP products must be transformed from small-scale handicrafts into branded industrial goods. Only when there is an on-site processing factory can farmers sell their agricultural products at high prices and become workers, never leaving their hometowns.

Also from the recent practice of preventing severe natural disasters, delegates shared that we have witnessed very touching images when drones, unmanned aerial vehicles, which are normally production materials used to spray pesticides and spread fertilizers by farmers and businesses, have become "rescue soldiers" flying through storms to drop life jackets, transport food to people, and even save people in danger in the floodwaters. This is the most vivid proof of the effectiveness of dual-use industry.

Delegates recommended that there should be a specific mechanism to encourage domestic enterprises to research and produce high-tech equipment in a multi-purpose and multi-functional direction.

"We need products that in peacetime are effective production tools, serving economic development such as agriculture and telecommunications transportation. But when there is a natural disaster or a request for national defense and security tasks, they can immediately change their status into a means of serving rescue, disaster relief and national defense and security tasks. This is completely consistent with the orientation of building and developing a proactive, self-reliant, self-reliant, dual-purpose, and modern national defense and security industry as stated in the Government Report," the delegate emphasized.

Along with that, delegate Tran Thi Thu Phuoc also suggested that it is necessary to change the investment mindset to avoid wasting social resources. Instead of the State having to spend a huge budget to purchase and maintain specialized equipment that is only used in case of natural disasters, storms and floods, there should be support policies to enhance the capacity to respond to natural disasters among the people and businesses, ensuring the dual goal of investing in production labor but also investing in national defense, security and disaster prevention tasks.

Concluding the discussion session, National Assembly Chairman Tran Thanh Man assessed that the discussion opinions expressed enthusiasm, belief, deep feelings and emotions and high responsibility towards the President, Government, National Assembly, People's Court, People's Procuracy, State Audit, Ethnic Council, National Assembly Committees and the country's development.

The National Assembly Chairman said that the delegates all agreed with many contents in the draft report on the Resolution on the work for the 2021-2026 term; analyzed, evaluated, and deepened the democratic spirit and the great, remarkable, and meaningful results in the past term of the President, the Government, the National Assembly, the judicial agencies, and the State Audit. At the same time, the delegates proposed many important contents to better implement activities in the coming time, with many wishes and expectations.

That is, clarifying the characteristics of the 15th National Assembly term, the reasons for its successes and limitations, and assessing more deeply and clearly the difficulties in performing the duties of National Assembly deputies to have better solutions in the coming time. Organizing early preliminary and final reviews to evaluate the implementation of laws and resolutions, orienting legislative tasks, supervising, disseminating and propagating laws in the coming term; needing to widely solicit opinions when issuing decrees and supervising the implementation of decrees and circulars.

Delegates also noted the issues of administrative procedures, implementation resources, specific policy mechanisms, digital transformation, technical infrastructure and connectivity when implementing two-level local government. Difficulties faced by businesses, shortcomings in the fields of education, health care, new rural construction, ensuring social security, and responding to natural disasters and floods.

The National Assembly Chairman requested that the Secretary General of the National Assembly and the Head of the National Assembly Office coordinate with the Standing Committee of the Law and Justice Committee to synthesize and carefully study opinions to absorb and complete the draft report of the National Assembly and the draft Resolution on the work of the 2021-2026 term.
