Delegate: Concern about the wave of young workers having to leave their homeland

Pointing out the many consequences of workers having to leave their hometowns, National Assembly delegates suggested that there should be policies to attract businesses to rural and border areas to "leave the countryside but not leave the homeland".

On the morning of December 4, the National Assembly discussed in the hall the work reports for the 2021-2026 term of the President and the Government.

Delegate Tran Thi Thu Phuoc - Deputy Director of Quang Ngai Provincial Police - gave a very positive assessment of the achievements the country has made during the turbulent term. That is, the average GDP growth in the 2021-2025 period is estimated at about 6.3%/year, higher than the previous term.

Rural areas are changing, but local income and employment are still difficult problems.

This result brings the size of the economy to 510 billion USD, ranking 32nd in the world, with GDP per capita reaching 5,000 USD - a clear demonstration of the resilience and strong recovery of the Vietnamese economy.

Regarding strategic infrastructure with 3,245km of highways, it has completely changed the traffic landscape of the country. The social security program has completed the elimination of temporary and dilapidated houses earlier than planned, demonstrating the spirit of not leaving anyone behind. These are solid foundations to enter the new era.

However, delegate Phuoc said that to realize the aspiration for rapid and sustainable development, there are still many issues that need attention.

In rural areas, the Government report shows a very proud achievement when the whole country has 79.3% of communes meeting the new rural standards. The appearance of the countryside has changed to be more spacious.

However, looking deeply into the reality, the delegates said that we are facing a huge contradiction that needs to be resolved. That is, although electricity, roads, schools and stations are now much better, income and local employment for people in rural and mountainous areas is still a difficult problem and the gap between rich and poor regions is still quite large.

As a result, a wave of young workers had to leave their hometowns and flock to industrial zones in large cities to find a living. This led to the consequence of overloading infrastructure and social security pressure in large cities, as well as creating empty villages, deserted hamlets, with only the elderly and children remaining in border areas, rural areas, and remote areas.

"These are gaps that are easy for criminals and hostile forces to infiltrate, causing insecurity and disorder in rural areas and the country's border areas," the delegate said.

There is a policy to attract businesses to the countryside to create jobs on the spot.

Therefore, delegate Phuoc believes that policies should not only stop at general encouragement, but there needs to be a special mechanism to bring factories to the countryside. In which, land planning and provincial planning need to reserve the most favorable land fund, form satellite industrial clusters, simplify procedures for converting ineffective rice production land to non-agricultural production land to attract capital flow.

Regarding taxes and credits, it is necessary to issue preferential policies on corporate income tax at the highest level, similar to those applied to economic zones, for enterprises investing in mountainous and border areas regardless of large or small scale.

Regarding priority industries, it is necessary to focus on strongly supporting the deep processing industry, associated with local OCOP products. It is necessary to turn small-scale handmade OCOP products into branded and high-value industrial goods so that farmers can become workers, leaving their farms and not leaving their hometowns.
