Image of Hanoi concentrating all efforts to clear land for the 'most expensive road on the planet'
On the morning of December 5, the authorities of Lang Ward (Hanoi City) forcibly cleared the first phase of land for households serving the Ring Road 1 project, Hoang Cau - Voi Phuc section, while many other households also dismantled their belongings and moved to the resettlement area.

On the morning of December 5, Lang ward authorities erected a barrier at the entrance to La Thanh dike road to enforce land clearance for Ring Road 1 (Hoang Cau - Voi Phuc section).
At the working session with Lang, O Cho Dua and Giang Vo wards, Hanoi Party Secretary Nguyen Duy Ngoc requested relevant units to complete the site clearance for Ring Road 1 (Hoang Cau - Voi Phuc section) before December 15, 2025 and open the route before January 15, 2026.
Mr. Ha Phu Binh, Vice Chairman of Lang Ward People's Committee, said that up to now, basically all 51 (first batch) households have agreed to hand over the site, after receiving full compensation and resettlement housing according to regulations.
Of the 51 households subject to the first phase of site clearance in Lang Ward, 36 households handed over their sites before December 4. Currently, Lang Ward is supporting the relocation of these households - these households have also proactively dismantled the basic items and asked the ward for support in transporting the remaining items.
To ensure the progress of handing over the site of the Ring Road 1 Project, Lang Ward has established 3 working groups for each area to speed up the site clearance progress.
Mr. Nguyen Tan Nam An, Head of Project Management Department 1 (Hanoi City Civil Construction Investment Project Management Board) said that the enforcement and land recovery are being implemented under the direction of the City Party Committee and People's Committee, with the goal of completing all site clearance work before December 15, 2025.
On the morning of December 5, many households whose land was cleared for the construction of Ring Road 1 voluntarily dismantled their belongings so that authorities could proceed with the demolition of the structures and construction of the "most expensive road on the planet".
Some residents living in a house near Hanoi Maternity Hospital are packing their belongings to move to their new home.
Mr. Nguyen Tan Nam An, Head of Project Management Department 1 (Hanoi City Civil Construction Investment Project Management Board) said that when completing legal procedures, in the second phase, the functional forces will continue to clear the land for about 377 households in Lang ward.
People living in a small alley next to Hanoi Maternity Hospital moved their belongings to the resettlement area.
Along with Lang ward, O Cho Dua ward will also organize the compulsory repossession of the remaining land before the deadline of December 15, 2025. In Giang Vo ward, the authorities are cutting off electricity and water to households that have received money and houses, and are planning the compulsory repossession according to schedule.
Site clearance for the Ring Road 1 project still faces some difficulties. Some previous resettlement housing files had errors in names and addresses, causing people to not receive their houses on time, affecting the overall progress.
The city requires relevant units to urgently review and complete documents to ensure that households are eligible to receive their houses before organizing enforcement.
The investment policy for the Hoang Cau - Voi Phuc section of Ring Road 1 was approved in late 2017 with a total investment of more than VND 7,800 billion and was expected to be completed in 2020. However, the implementation process has been delayed many times.
Compensation for site clearance accounts for the majority of the total investment for the Belt Road 1 project. Therefore, for many years, this project has been known as the "most expensive road on the planet".
According to statistics from the Hanoi Department of Construction in July 2025, there are 1,981 households in the area of land clearance for the construction of Ring Road 1, Hoang Cau - Voi Phuc section. Up to now, Lang, O Cho Dua and Giang Vo wards are making all-out efforts to clear the Ring Road 1 to ensure progress as required by the Secretary of the Hanoi Party Committee.
