Solutions to promote Digital Transformation in Party agencies

Speaking at the opening of the Workshop, Comrade Vo Thanh Hung, Deputy Chief of the Party Central Office, stated: In order to promote the application of information technology, meet the requirements of sustainable development and promote administrative reform in the system of Party agencies, on November 29, 2024, the Secretariat issued Decision 204 approving the Digital Transformation Project in Party agencies.

It can be said that this is a strategic and breakthrough decision to comprehensively innovate the Party's leadership, direction and management methods in the digital age. Up to this point, after 1 year of implementation, the Party's digital transformation has been creating comprehensive and revolutionary changes.

Comrade Vo Thanh Hung affirmed: The initial results were achieved thanks to the high political determination, the drastic and regular direction of the Project Steering Committee, the joint efforts, consensus and sharing of the Party agencies at the Central level, the provincial and municipal Party Committees, especially the active participation of units at the commune, ward and special economic zone levels; the effective accompaniment of technology enterprises that have worked closely with the Central Office throughout the implementation of the Project.

The Deputy Head of the Party Central Office emphasized: The workshop is an opportunity to look back at the results achieved, considering it as an encouragement for the upcoming journey; but more importantly, the workshop needs to discuss and point out specific difficulties and obstacles, thereby proposing appropriate solutions to substantially remove bottlenecks.

Comrade Dinh Quang Huy, Deputy Director - Department of Digital Transformation - Cryptography, Central Party Office presented a report at the Workshop.

Reporting on the implementation of the Digital Transformation Project in Party agencies, Comrade Dinh Quang Huy, Deputy Director of the Department of Digital Transformation - Cipher, Central Party Office, said: As the Standing Agency of the Central Steering Committee implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and transformation, the Steering Committee for Digital Transformation in Party agencies, the Central Party Office has proactively advised and proposed to the Standing Member of the Secretariat, Head of the Steering Committee in the direction and operation work; resolutely in implementing assigned tasks.

As of November 30, 2025, digital institutions and administrative reforms have made breakthrough progress, and the legal corridor has been synchronously completed. Administrative reform has made a strong shift with the successful piloting of 04 procedures on the National Public Service Portal, helping to shorten 30% - 50% of the time for processing documents.

Modernized digital infrastructure plays a key role in application deployment. The Party's Data Center system has been upgraded, ensuring operational capacity for key information systems. Digital platforms and shared data have been effectively implemented, in which core applications have been put into practice: The centralized platform operating system from the Central to the grassroots level, serving more than 150,000 accounts with more than 160,000 accesses/day and millions of document circulations, serving the processing, sending and receiving of confidential documents to the commune level and top secret documents to the provincial level; Building a system to monitor, supervise and evaluate the implementation of Central Resolutions with more than 40,000 accounts declared on the system, managing and monitoring more than 1,792 tasks of 7 key Resolutions; The feedback and suggestion receiving system has gradually become more effective, receiving and processing more than 357 feedback and suggestions from people and businesses on digital transformation in the political system; The electronic Party Member Handbook has connected more than 5.3 million Party members (the login rate is nearly 60%) and has more than 5,256 documents and more than 77,115 comments. Cyber security is absolutely guaranteed, and the digital awareness and skills of officials are improved through large-scale training programs, with more than 723,000 officials participating in online training.

The Party Committees at the Central level have actively and proactively completed the assigned tasks in Project 204, Plan No. 11-KH/BCĐ, dated March 27, 2025 of the Steering Committee and in the concluding notices. In particular, the digitization of documents and professional documents of many Party Committees has exceeded the set schedule; all Party Committees at the Central level have issued decisions on core business related to the fields under their charge; have presided over and coordinated with relevant agencies to complete the development and editing of a number of documents as a legal corridor in parallel with the deployment and putting into use of specialized information systems and shared information systems in the Party; issued Guidelines on the organization of apparatus and specialized human resources for digital transformation and cryptography in Party agencies;...

Deputy Director of the Department of Digital Transformation - Cryptography Dinh Quang Huy said that although the results achieved so far are positive, compared with the tasks assigned in the documents, there are still many shortcomings, limitations and bottlenecks such as: Awareness of regulations and legal corridors for implementing the processing of work records in the digital environment at some Party agencies is still not complete; the progress of document digitization is still slow and has not met the target of completing at least 30% of the volume by 2025 (according to Plan 02-KH/BCĐTW); digitization of business processes has not met the quantity requirements; data is still scattered and fragmented, and a shared data warehouse has not been formed to serve analysis and direction and operation;...

At the workshop, delegates focused on discussing and suggesting many practical solutions on the Strategy for implementing the Digital Transformation Project in Party agencies (Project 204); solutions for applying digital transformation in the operations of Party agencies, promoting data interconnection, improving the effectiveness of direction, administration and serving Party work in the digital age.

At the first session, the Workshop heard presentations revolving around the following contents: Digital transformation in the Party inspection sector and Party building organization work; Development of modern, secure, and synchronous digital infrastructure - An important foundation to promote digital transformation in Party agencies; Safe connection - Comprehensive protection in the AI era; Promoting ideas into innovation; Viettel accompanies localities to quickly - effectively - and with quality implement programs of the Party Central Office./.
