Speaking at the opening of the Conference, Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, President of the Vietnam Fatherland Front Central Committee, Vice President of the National Election Council, emphasized that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is an important political event of the country; a broad democratic activity among the people to promote the right to mastery, select exemplary and worthy people, representing the will, aspirations and right to mastery of the people.
Seriously and promptly implementing the Politburo's directive, election preparations are being carried out closely, uniformly and proactively from the central to local levels, creating an important foundation for the successful organization of the election of National Assembly deputies and People's Council deputies at all levels to be held on March 15, 2026. The success of the election depends on many factors, including the extremely important role and responsibility of the Vietnam Fatherland Front system.
Chairwoman Bui Thi Minh Hoai said that, implementing the plan of the National Election Council, the Presidium of the Central Committee of the Vietnam Fatherland Front organized the first consultation conference to agree on the structure, composition and number of delegates of central agencies, organizations and units to be nominated as candidates for the 16th National Assembly.

According to the Chairman of the Central Committee of the Vietnam Fatherland Front, in recent times, the Politburo, the Secretariat, the National Election Council, the National Assembly Standing Committee, the Government, the Prime Minister, the Standing Committee of the Central Committee of the Vietnam Fatherland Front and departments, ministries and branches have issued many documents on leadership, direction and guidance on election work. The National Election Council and the Standing Committee of the Central Committee of the Vietnam Fatherland Front have organized a nationwide online and in-person conference to train officials and those directly involved in election work. It can be assessed that up to this point, the work is being carried out in accordance with the regulations and the set time schedule.
Chairwoman Bui Thi Minh Hoai emphasized that organizing a consultative conference to introduce candidates for the National Assembly and People's Council is a very important task in the election organization process, to agree on the structure, composition and number of representatives of agencies, organizations and units to be introduced as candidates for the National Assembly and People's Council, and at the same time to make a preliminary list and select and make an official list of candidates for the National Assembly and People's Council at all levels.
According to regulations, to ensure democracy and select representative candidates for National Assembly and People's Council deputies, the consultative conference will be held three times. The first consultative conference at each level will be held from December 1, 2025 to December 10, 2025; The second consultative conference will be held from February 2, 2026 to February 3, 2026. The third consultative conference will be held from February 9, 2026 to February 20, 2026.

At the Conference, delegates listened to Comrade Nguyen Huu Dong, member of the Party Central Committee, Chairman of the National Assembly Deputies' Affairs Committee, Deputy Head of the Central Organization Committee, present the Resolution of the National Assembly Standing Committee on the expected number of people from political organizations, socio-political organizations, social organizations, people's armed forces, and central state agencies to be nominated as candidates for the 16th National Assembly; Comrade Nguyen Thi Thu Ha, member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front, Deputy Head of the Standing Committee of the Election Steering Committee of the Central Committee of the Vietnam Fatherland Front, present the report of the Standing Committee of the Central Committee of the Vietnam Fatherland Front on the expected number of people from political organizations, socio-political organizations, social organizations, people's armed forces, and central state agencies to be nominated as candidates for the 16th National Assembly.
From the content of the Resolution and the Report of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the delegates focused on discussing the number of people from central agencies, organizations and units recommended to run for the 16th National Assembly.
Following the opinions of delegates attending the Conference, on behalf of the National Assembly Standing Committee, Comrade Nguyen Thi Thanh, Member of the Party Central Committee, Vice Chairwoman of the National Assembly, Member of the National Election Council, clarified the contents related to the structure, composition, and number of people of central agencies, organizations, and units nominated to run for the 16th National Assembly.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated: Selecting and electing exemplary delegates, representing the will, aspirations and intelligence of the people to participate in the National Assembly and People's Councils at all levels is a key task of the entire Party, people and army in 2026. The Politburo issued Directive No. 45-CT/TW dated April 14, 2025 on Party Congresses at all levels towards the 14th National Congress of the Party and Directive No. 46-CT/TW dated May 16, 2025 on leading the election of deputies to the 16th National Assembly and the election of deputies to People's Councils at all levels for the 2026-2031 term.
On that basis, at the 9th Session, the 15th National Assembly elected the National Election Council. The National Election Council established sub-committees; held 3 meetings and conducted working sessions with the Standing Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front to issue relevant documents. Up to this point, documents as well as records and forms for the election of National Assembly and People's Council deputies have been completed; recommendations and proposals of agencies and organizations have also been thoroughly considered by the National Election Council.
Vice Chairwoman of the National Assembly Nguyen Thi Thanh informed that the Politburo and the National Assembly have decided on the election date as March 15, 2026 (January 27, Binh Ngo). Thus, the time for the second and third rounds of consultations, as well as the organization of related conferences, will be right on the occasion of the Lunar New Year. The procedures and processes for consultation and collecting voters' opinions at work and residence will be carried out according to the established regulations, so the role of the Front from the Central to local levels is very important, ensuring that the election of deputies to the 16th National Assembly and the election of deputies to the People's Council for the 2026-2031 term is truly a political event for the whole country and the nation, and also a great festival for all people.
Accepting the profound comments of the Presidium of the Central Committee of the Vietnam Fatherland Front, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that she will report to the Standing Committee of the National Assembly and for matters under the authority of higher levels, the Standing Committee of the National Assembly will report and submit to competent authorities for consideration.

At the Conference, under the direction of Comrade Bui Thi Minh Hoai, Politburo member, Secretary of the Party Central Committee, President of the Vietnam Fatherland Front Central Committee, delegates voted unanimously on the total expected number of delegates to be introduced as candidates for the 16th National Assembly by central agencies, organizations and units is 217 delegates./.
