Hanoi jointly invests in three laboratories to develop cutting-edge technology that meets international standards.

According to Mr. Tran Anh Tuan, Director of the Hanoi Department of Science and Technology, the City will cooperate in investing to immediately establish three large-scale international standard laboratories following the three-house model: Institute, school - enterprise - Hanoi.

These laboratories will be responsible for researching and developing new technologies and cutting-edge technologies, combining legal frameworks such as Decree 271 on spin-off enterprises (separating into new enterprises or projects), venture capital funds, science and technology development funds, innovation, and a complete mechanism to nurture and develop high-tech ideas, gradually removing bottlenecks that have existed for many years.

According to Mr. Tran Anh Tuan, from 2026, Hanoi City will increase the budget for R&D in the period 2026 - 2030, creating resources for in-depth research groups such as gene technology, stem cells..., thereby creating high-tech products.

According to Vice Chairman of Hanoi People's Committee Truong Viet Dung, the City has high expectations for the ecosystem of startups and researchers to receive ideas, connect experts, and solve the capital's problems such as environmental pollution, traffic, and healthcare , to achieve the 11% growth target as committed to the Government. Hanoi has no other way but to rely on science and technology, digital transformation, and innovation.

In addition, Vice Chairman of Hanoi People's Committee Truong Viet Dung said: Hanoi is about to launch the Innovation Center Network, creating a connecting space for the startup community; establishing a venture capital fund with an initial scale of 600 billion VND.

Notably, Hanoi will launch a venture capital fund with an initial scale of 600 billion VND, excluding capital contributions from strategic enterprises. The city also applies a new management mindset: Any innovation hub of an enterprise, if qualified, will enjoy preferential mechanisms like public centers, creating a wide network of resource sharing.

Regarding human resources, Hanoi is developing a project to train 1,000 PhDs and 50,000 digital workers. In particular, the City is committed to becoming the "first customer" of technology startups by using the budget to purchase research products for commercialization, serving the people, such as health screening kits in the medical field.
