The conference focused on thoroughly grasping the Resolution on leadership in implementing military and defense tasks and Party building in the Army in 2026 of the Central Military Commission; issuing a Resolution on leadership in implementing tasks in 2026; approving the Report on work results in 2025, directions and tasks in 2026 of the General Department; listening to reports on results of key work aspects according to the leadership regulations of the General Department Party Committee; listening to reports on Party financial work in 2025 and the work that the Standing Committee has resolved between two Party Committee meetings.

At the conference, opinions unanimously assessed: In 2025, the Party Committee, the General Department's commanders and Party committees and commanders at all levels focused on leading and directing agencies and units to unite, accelerate, break through, proactively overcome difficulties, and successfully complete tasks, with many tasks completed excellently.

The Party Committee agreed that, on the basis of effectively implementing the 3 breakthroughs according to the Resolution of the 1st General Department Party Congress, in 2026, the focus will be on the following breakthroughs: Consulting on perfecting the institution on logistics and technical work, focusing on issuing a new Decree to replace Decree No. 76/2016/ND-CP and implementing guidelines; continuing to build a streamlined, strong General Department; improving the quality of training, building regulations, and managing discipline; sharply reducing the number of incidents and traffic accidents due to subjective errors; focusing resources on perfecting infrastructure, digital data and human resources, creating a breakthrough in digital transformation and military administrative reform.

Concluding the conference, Lieutenant General Do Van Thien assigned the Political Department and the General Staff to continue to receive, supplement, and complete the resolution and the 2026 Work Summary Report. Then, report to the Party Secretary and Director of the General Department to sign, issue, and implement the resolution.
