Attending the meeting were representatives from a number of agencies and units under the Ministry of National Defense and members of the Council.

According to the report of the Department of Military Science - Standing Agency of the Council, recently, on the basis of legal documents of the State and the direction of the head of the Ministry of National Defense, the Department of Military Science has developed a document guiding the work of commending initiatives at the Ministry of National Defense level, with specific regulations on participants, dossier specifications, evaluation criteria, implementation and commendation procedures.

Major General Duong Minh Hai, Director of the Department of Military Science (Ministry of National Defense), Chairman of the Council chaired the meeting.

In 2025, the Standing Office of the Council received 221 project dossiers from 19 agencies and units across the army.

Through review, 191 dossiers were submitted for appraisal, including 5 areas: Technical assurance; logistics assurance; defense production; training, education and training; management and digital transformation.

Based on the assessment of specialized groups, the grassroots Council met, unanimously selected and proposed rewards to the Ministry of National Defense's Initiative Reward Council.

Accordingly, 153/221 works won prizes, reaching a rate of 69% (10 first prizes, 25 second prizes, 60 third prizes); proposed to award Certificates of Merit from the Minister of National Defense to 95 main authors of initiatives that won first, second, and third prizes and 16 collectives with achievements in innovation activities; proposed the Head of the Ministry of National Defense to authorize the Director of the Department of Military Science to issue certificates of innovation to the authors and co-authors of 153 award-winning initiatives.

At the conference, delegates discussed and gave opinions on initiatives proposed for rewards; voted to approve award-winning initiatives proposed by the Standing Committee of the Council, and reported to the Head of the Ministry of National Defense to issue a decision of recognition.
