The army is studying and proposing to establish a number of new forces to ensure weapons and equipment.

Delegates reviewed and commented on the report on the results of the 2025 self-criticism review of the Central Military Commission Standing Committee and the Minister of National Defense ; the report on the results of the Emulation movement to win and the emulation and reward work in 2025, and the direction for 2026.

Delegates also reviewed and commented on the report on the results of the implementation of various aspects of work; the report of the Central Military Commission Standing Committee on the results of handling a number of work contents in the last 6 months of the year.

At the same time, the conference considered the proposal to amend and supplement Decree No. 06 of the Government stipulating the highest military positions and ranks as Lieutenant General, Vice Admiral of the Navy, Major General, and Rear Admiral of the Navy in the Vietnam People's Army.

General Phan Van Giang highly appreciated the quality of the reports prepared by the competent authorities; requested the agencies to fully absorb the opinions at the conference, coordinate with the Central Military Commission Office to complete the dossier and report according to regulations.

2026 is the first year to implement the targets and tasks of the 12th Party Congress of the Army and the Resolution of the 14th Party Congress; the entire army will begin to build and implement the goal of building a modern army. Therefore, the entire army must concentrate, lead, and direct the successful implementation of the Central Military Commission's leadership resolution in 2026.

In particular, the entire army focuses on improving research capacity, strategic forecasting, promptly advising the Party and State on military and defense policies and strategies; proactively developing theoretical thinking and military art, meeting the requirements of protecting the Fatherland.

The Army improves the overall quality and combat strength of the entire Army; continues to adjust the organization of forces towards being lean, compact, and strong; studies and proposes building a number of new forces and ensures weapons and equipment to meet the requirements of Army modernization.

The Army carries out effective and substantive bilateral and multilateral defense diplomacy activities; builds and consolidates strategic trust. The Army also ensures adequate and timely logistics and technology for missions; implements plans and projects, and gradually exports products with strengths...

General Phan Van Giang noted that in 2026, the Government will deploy many key national projects of strategic significance for economic development, national defense and security nationwide. Agencies and units need to proactively grasp the contents related to the management and use of national defense land; focus on researching and proposing appropriate and effective land allocation and use plans, especially in areas where highways, high-speed railways and socio-economic projects requiring the use of national defense land are expected to be deployed.
