General Secretary: Building a truly strong military cadre team

This morning, the Central Military Commission for the 2020-2025 term held its 15th conference to evaluate the leadership results in implementing military and defense tasks in 2025 and set out directions and tasks for 2026.

General Secretary To Lam, Secretary of the Central Military Commission, chaired the conference. Attending the conference was Prime Minister Pham Minh Chinh , member of the Standing Committee of the Central Military Commission.

General Phan Van Giang, Deputy Secretary of the Central Military Commission and Minister of National Defense chaired the conference.

In 2025, the Central Military Commission and the Ministry of National Defense performed well their strategic advisory functions on military and defense, and promoted their core role in building all-people national defense, strengthening national defense strength, and protecting the Fatherland; always maintaining a proactive stance, handling situations skillfully and flexibly, and avoiding being surprised.

The army resolutely implemented the policy of adjusting the organization of the force to be lean, compact, and strong, continued to arrange local military organizations to meet mission requirements in the new situation; effectively deployed logistics, engineering, defense industry, and other aspects of work.

The military is the main force that successfully organizes the country's major holidays during the year. International integration and defense diplomacy are bright spots in military and defense work in 2025, achieving many outstanding marks.

In his concluding remarks, General Secretary To Lam emphasized that 2026 is a very important year, the first year of implementing the policy of building a modern army and a modern national defense.

The direction of military and defense tasks and Party building of the Army in 2026 has concretized the policies that the 12th Army Party Congress resolved, in which the theme for 2026 was determined to be: "Determination to research and produce advanced and modern weapons and equipment", demonstrating the determination of the Central Military Commission in immediately putting the resolution into life.

Research to supplement the set of criteria for building a modern Vietnam People's Army in the new situation

The General Secretary requested the Central Military Commission and the Ministry of National Defense to continue to perform well their strategic advisory functions to the Party and State on military and defense matters and promote their core role in the cause of national defense and protection of the Fatherland.

In particular, the Army improves its capacity for strategic forecasting research, promptly advises the Party and State on appropriate countermeasures to successfully handle situations, absolutely not being caught off guard; continues to research and advise on the issuance of resolutions, directives, conclusions, laws, ordinances, projects and plans on military and national defense; researches and proposes the content and policies and solutions to build a strong and modern national defense...

The Central Military Commission and the Ministry of National Defense lead and direct the implementation of the Party's ideological work in the Army. In any circumstances, the Army is absolutely loyal to the Fatherland, the Party, the State and the people, ready to fight to firmly protect independence, sovereignty, unity and territorial integrity.

The General Secretary emphasized the need to continue building a "refined, compact, strong", modern army; improve training quality and combat readiness; ensure good logistics and technology for missions; study, supplement, perfect and promote the implementation of the "Set of criteria for building a modern Vietnam People's Army in the new situation", ensuring a synchronous mechanism, a clear roadmap and steady steps.

The General Secretary also requested to promote breakthroughs in science and technology development, innovation and digital transformation; develop digital ecosystems and databases, associated with information security and safety; synchronously deploy solutions to improve the quality of training, drills, education and training, focusing on synchronous, in-depth training in a modern direction; ensure good logistics and techniques for tasks in a modern way; promote increased production, improve the lives, health and living conditions, work and training of soldiers according to the motto "full of food, strong army".

The General Secretary pointed out that it is necessary to continue expanding and raising the level of international integration and defense diplomacy, in which it is necessary to pay special attention to creating a strategic balance in relations with partners, especially major countries; maintaining a peaceful and stable environment for national development, preventing early and from afar all risks of war and conflict.

The Central Military Commission and the Ministry of National Defense need to pay special attention to effectively implementing policies to attract and utilize talents, and build a modern army cadre team; lead, direct, thoroughly grasp, concretize and effectively implement regulations on cadre work issued by the Politburo. The army strictly implements the principle of democratic centralism in cadre work; and build a truly strong army cadre team to meet the requirements of the new period.

In order for the entire army to firmly enter the new era of national development, the General Secretary proposed actions according to the 5-firm motto (that is "firm politics - firm discipline - firm technology - solid military art - solid soldier life").

General Secretary To Lam hopes that every officer and soldier will engrave this slogan in their mind, turning "5 steadfastnesses" into daily actions, training criteria, and a measure of the results of military building in the new situation.
