Acting according to the motto "5 steadfastnesses," building the army in the new situation

On the morning of December 4, in Hanoi, the Central Military Commission for the 2020-2025 term held the 15th Conference to evaluate the leadership results in implementing military and defense tasks in 2025 and orientations for tasks in 2026.

General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the conference.

In 2025, the Central Military Commission and the Ministry of National Defense performed well their strategic advisory functions on military and defense and promoted their core role in building all-people national defense, strengthening national defense strength, and protecting the Fatherland; always maintaining a proactive stance, handling situations skillfully and flexibly, and avoiding being surprised.

The Central Military Commission and the Ministry of National Defense have implemented many policies and solutions to improve the overall quality and combat strength of the Army, focusing on solutions to build a politically strong army, closely connected with the people; improve the quality of training, education and training; resolutely implement the policy of adjusting the organization of the force to be lean, compact and strong, continue to arrange local military organizations to meet mission requirements in the new situation; effectively deploy logistics, engineering, defense industry and other aspects of work.

The army is the main force that successfully organizes the country's major holidays during the year. International integration and defense diplomacy are bright spots in military and defense work in 2025, achieving many outstanding marks, truly being one of the pillars of Party foreign affairs, State diplomacy and people's diplomacy.

The work of building the Army Party Committee continued to achieve many important results in all aspects; successfully organized the 12th Army Party Congress, truly "Exemplary in mettle, intelligence and innovation."

In his concluding remarks, General Secretary To Lam, Secretary of the Central Military Commission, affirmed that in 2025, under the leadership and direction of the Party and State, directly the Central Military Commission and the Ministry of National Defense, the entire army successfully carried out military and defense tasks and built a clean and strong Party organization of the Army.

The entire army has high political determination, makes great efforts, and completes its tasks well, many of which are excellent.

General Secretary To Lam emphasized that 2026 is a very important year - the first year that the entire Party, people and army implement the Resolution of the 14th National Party Congress with a large amount of work to realize important decisions; organize the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

This is also the first year of implementing the policy of building a modern army and a modern national defense. The direction of military and defense tasks and the building of the Army Party Committee in 2026 has concretized the policies that the 12th Army Party Congress resolved, in which the theme for 2026 is determined to be: "determined to research and produce advanced and modern weapons and equipment," demonstrating the determination of the Central Military Commission in immediately putting the resolution into practice.

The General Secretary requested the Central Military Commission and the Ministry of National Defense to thoroughly grasp and effectively implement the Resolution of the 14th Party Congress and important strategic resolutions of the Politburo.

The Central Military Commission, the Ministry of National Defense and the entire army must set an example, act effectively, act substantially, and demonstrate a pioneering and leading role in thoroughly grasping and implementing the Party's guidelines and policies.

The Central Military Commission and the Ministry of National Defense continue to perform well their strategic advisory functions to the Party and State on military and defense matters and promote their core role in the cause of national defense and protection of the Fatherland.

In particular, improving the capacity of strategic forecasting research, promptly advising the Party and State on appropriate countermeasures to successfully handle situations, absolutely not being passive and surprised; continuing to research and advise on the issuance of resolutions, directives, conclusions, laws, ordinances, projects and plans on military and national defense; researching and proposing the content and policies and solutions to build a strong and modern national defense; continuing to better implement the coordination mechanism between the Ministry of National Defense and departments, ministries, branches and localities in building a national defense; stepping up propaganda and mobilizing people to promote national solidarity in the cause of national defense, security and protection of the Fatherland.

The Central Military Commission and the Ministry of National Defense lead and direct the implementation of the Party's ideological work in the Army. The focus is on carrying out political education well, building political factors and a strong spirit for the troops, ensuring that in any circumstances, the Army is absolutely loyal to the Fatherland, the Party, the State and the People, ready to fight to firmly protect independence, sovereignty, unity and territorial integrity; taking the lead in preventing, combating and overcoming the consequences of natural disasters and catastrophes, searching and rescuing, contributing to promoting the cultural values of "Uncle Ho's soldiers" in the new period.

The General Secretary emphasized the need to continue building a "refined, compact, strong", modern Army; improve the quality of training and combat readiness; ensure good logistics and techniques for missions; research, supplement, complete and promote the implementation of the "Set of criteria for building a modern Vietnam People's Army in the new situation," ensuring a synchronous mechanism, a clear roadmap, and steady steps; promote breakthroughs in science and technology development, innovation and digital transformation; develop a digital ecosystem, database, associated with information security and safety; synchronously deploy solutions to improve the quality of training, exercises, education and training, focusing on synchronous, specialized training in a modern direction; ensure good logistics and techniques for missions in a modern way; promote increased production, improve the lives, health and living conditions, work and training of soldiers according to the motto "full of food, strong army."

The General Secretary pointed out that it is necessary to continue expanding and raising the level of international integration and defense diplomacy, in which it is necessary to pay special attention to creating a strategic balance in relations with partners, especially major countries; maintaining a peaceful and stable environment for national development, preventing early and from afar all risks of war and conflict.

The army needs to actively and responsibly participate in United Nations peacekeeping operations, humanitarian assistance, search and rescue, disaster relief, and overcoming the consequences of war.

The Central Military Commission and the Ministry of National Defense synchronously deploy solutions to build a clean, strong, comprehensive, exemplary, and representative Army Party organization, especially focusing on effectively implementing policies to attract and utilize talents, and building a modern Army cadre team; lead and direct the dissemination, concretization, and effective implementation of the Regulations on cadre work issued by the Politburo; strictly implement the principle of democratic centralism in cadre work; build a truly strong Army cadre team that meets the requirements of the new period's tasks; direct the entire army to actively participate in preparing and organizing the 14th National Congress of the Party, contributing to the success of the Congress.

In order for the entire army to firmly enter the new era of national development, General Secretary To Lam proposed actions according to the 5-firm motto (that is "firm politics - firm discipline - firm technology - solid military art - solid soldier life").

General Secretary To Lam hopes that every officer and soldier will engrave this slogan in their mind, turning "5 steadfastnesses" into daily actions, training criteria, and measures of military building results in the new situation; believing that in 2026, the Central Military Commission and the Ministry of National Defense will lead and direct the successful implementation of military and defense tasks and Party building work, creating a solid foundation to realize the goals, policies, and decisions set forth by the 12th Army Party Congress./.
