The Resolution of the 18th Hanoi Party Congress, term 2025-2030, clearly stated the city's development viewpoint during the term as "Taking people and businesses as the center of service, promoting administrative reform, improving competitiveness and building a modern capital government".
All policies and resolutions of the Party at all levels of government, agencies and units of the Capital are directed towards the people and serve the interests of the people.
Create a happy life for people
In the Resolution of the 18th Hanoi Party Congress, term 2025-2030, the Hanoi Party Committee set out the development goals until 2030: Hanoi is a "Cultured - Civilized - Modern" capital, green, smart, a place where cultural quintessence converges, deeply integrated internationally, highly competitive, with a development level on par with the capitals of developed countries in the region; is the center, the driving force for the development of the Red River Delta, the Northern region, a growth pole with a leading role in the country's economy, with influence in the region; is a major economic and financial center; a leading center of culture, education and training, healthcare, science, technology and innovation; stable politics , society, peaceful city, happy people.
This is the first time that the Hanoi Party Committee has included the element of "happy people" in the Congress Resolution, affirming the determination and consistent orientation of the city's political system when implementing any policy or action, all aimed at the goal of building the Capital to be more and more civilized and modern, and the people are the destination of this goal, and will have a better and happier life. Aiming at the goal of building a "Cultured - Civilized - Modern" Capital, the life of the people of the Capital is happy, safe and good, the city government has implemented many action programs that are all oriented towards the people, considering the people as the center and enjoying the amenities that the city brings.
From improving the living environment, reducing pollution, increasing green space, perfecting the public transport system, reforming administration, enhancing the quality of education, health care, and public welfare... to ensuring social security, ensuring fairness, democracy, and transparency... the two-level local government of Hanoi city is creating a dynamic, modern, and civilized capital, creating attachment and pride for the people.
In that spirit, the Hanoi Party Committee has implemented many projects and programs focusing on improving people's quality of life, narrowing regional disparities, and expanding public welfare services.
Many localities have proactively improved and enhanced the quality of education, healthcare, environment, social security, public services, etc., upgraded living environment indicators and increased satisfaction with urban authorities.

Recently, in a working session with the Standing Committees of the Party Committees of Lang, Giang Vo, and O Cho Dua wards on November 27, 2025, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc requested that the 3 wards in particular and 126 wards and communes of the city in general continue to improve their awareness and spirit of serving the people, for the benefit of the people and the sustainable development of the capital and the country; continue to innovate leadership and direction methods, dare to think, dare to do, dare to take responsibility with the motto "Hanoi says what it says, does it, does it quickly, does it correctly, does it effectively, does it to the end."
Thereby, we will strive to successfully complete the targets and goals set for 2025 and enter 2026 with a new mindset, contributing to the rapid and sustainable socio-economic development of the capital and the whole country.
Regarding the work of Party building and the political system, the Party Committees of wards and communes must always be proactive in leading, directing and organizing the implementation of directives, resolutions and conclusions of the Central and City Party Committees; thoroughly grasp the viewpoints and mottos of "People are the root", "Taking people as the center", all work, processes and procedures are aimed at reducing inconvenience for people, businesses and society, first of all by digital transformation solutions associated with administrative procedure reform, minimizing all direct contact when transacting with the government.
Serving the people from the smallest things
During the 2025-2030 term, the Party Committee of Cua Nam Ward (Hanoi) has set out 6 key tasks, including the task of "Continuously improving the quality of service to people and businesses, pioneering in focusing on digital transformation".
To carry out this key task of the Party Committee, Cua Nam ward has launched a "45-day and night campaign to support digital transformation activities in communes and wards in the initial phase of operating the two-level local government model."
Specifically, Cua Nam Ward has established a Ward Technology Rescue Team and 28 community digital transformation teams of residential groups. The ward police force and union members and youth directly guide people to participate in some solutions to access public services, raising awareness of community digital transformation.

In particular, Cua Nam ward also tested the application of artificial intelligence (AI) robots to support the implementation of public administrative services. According to initial assessments, the pilot model initially received support and satisfaction from the people, contributing to creating a friendly and modern working environment at the grassroots government.
The AI Robot put into use by the People's Committee of Cua Nam Ward has a 21.5-inch screen displaying: Queue number, service door, estimated time, announcements, instructions from the Center, QR code for people to look up services or access online support.
The robot has the following main functions: Guiding people through the touch screen and smart voice; automatically printing reservation tickets and guiding people to the appropriate waiting area; collecting and evaluating people's level through interaction on the touch screen, data is collected and sent to the ward leaders to promptly improve service quality; automatically moving using SLAM and AI technology around people's waiting areas, giving out drinks and candies, creating a friendly and attentive feeling, basic communication with people, playing relaxing music while moving.
Experiencing this service for the first time, Ms. Nguyen Ngoc Linh on Ly Thuong Kiet Street, Cua Nam Ward expressed her curiosity and excitement when being welcomed by the robot.
Ms. Linh shared: “This robot is quite smart, using AI technology to understand the content, classify and guide people to the appropriate service door, friendly and reducing technological barriers. I was quite surprised to see that the robot can also move to each location in the Center when called, guide in detail the records, the procedure implementation process, connect with the responsible staff in cases that need in-depth answers... This is truly a step forward in building a modern, civilized government in the Capital.”
According to Ms. Trinh Ngoc Tram, Vice Chairman of the People's Committee of Cua Nam Ward, the application of AI robots in public administration is not only a technological innovation but also a way to demonstrate the spirit of openness and creativity in administrative reform. This helps shorten waiting time, increase service efficiency, enhance professionalism, and at the same time contribute to modernizing the government apparatus and affirming the role of the grassroots government in serving the people.
Orienting towards and serving the people is a "necessary condition", however, for the Party's Resolution to truly come into life, it is still necessary to have a "sufficient condition" of creating consensus among the people, making the people trust and support./.
