On the afternoon of December 5th, Mr. Vu Dai Thang, Chairman of the Hanoi People's Committee and Head of the Hanoi City Party Committee's Monitoring Team 01, worked with the Standing Committee of the Giang Vo Ward Party Committee on the leadership, direction, and organization of the implementation of urgent tasks in the remaining months of 2025.

In his opening remarks, Chairman of the Hanoi People's Committee Vu Dai Thang stated that the working group would focus on monitoring eight key issues and resolving five "bottlenecks" affecting people's lives. The monitoring results will be finalized and submitted to the Standing Committee of the City Party Committee, ensuring both timeliness and quality.
At the conference, Mr. Tong Ngoc Nghia, Secretary of the Party Committee of Giang Vo Ward, took the time to report on the progress of land clearance for the Ring Road 1 (Hoang Cau - Voi Phuc section). The ward also identified the focus of the current phase as concentrating on completing the land clearance work for this road.
"As of December 3rd, the total number of land clearance plans for the Ring Road 1 project in the area is 795 out of 795. Of these, 662 households have handed over their land, while 133 households have yet to do so," said Mr. Tong Ngoc Nghia.
Mr. Tong Ngoc Nghia stated that 84 households have received compensation and houses but have not yet handed over the land, instead renting it out. The Giang Vo Ward People's Committee has repeatedly issued notices requesting these households to hand over the land, incurring costs such as cutting off electricity and water and erecting corrugated iron fences. In addition, there are 49 households that have not yet agreed with the compensation policy for land clearance, due to inheritance issues or internal disputes.
“The ward has established a task force to implement a ‘20-day, 20-night campaign to resolutely complete the land clearance work for the Ring Road 1 project, Hoang Cau - Voi Phuc section.’ Ward officials are going to each household to disseminate information and encourage people to hand over the land,” Mr. Nghia said.

Regarding the same issue, Mr. Le Thanh Nam, Chief of the Office of the Hanoi People's Committee and Deputy Head of the City Party Committee's Monitoring Team 01, stated that the difficulties and obstacles related to projects in Giang Vo ward are all related to land clearance work.
"Experience in land clearance shows that determining the origin of land is the reverse problem of the land use right certificate issuance process," Mr. Nam said, adding that Giang Vo ward needs to make the best use of this process to ensure the progress of land clearance for the Ring Road 1 project as committed.
Concluding the meeting, Chairman of the Hanoi People's Committee Vu Dai Thang stated that the issues related to land clearance in Giang Vo ward have existed for many years and did not arise recently.

“Under the direction of the City Party Committee, specifically the City Party Secretary, the land clearance work is progressing day by day. In particular, the ward is striving to complete the land clearance for the Ring Road 1 by December 15th. This demonstrates the excellent leadership capacity of the comrades,” said Mr. Vu Dai Thang.
Hanoi People's Committee Chairman Vu Dai Thang stated that the land clearance for the Ring Road 1 is a major undertaking, and the entire city is currently involved, along with Giang Vo ward. In addition to the ward's efforts, city agencies are also supporting the ward to achieve the goal of completing the land clearance for Ring Road 1 (Hoang Cau – Voi Phuc section) before December 15, 2025.
The Ring Road 1 section from Hoang Cau to Voi Phuc, with a length of 2.2 km, received investment approval at the end of 2017 with a total investment of over 7,800 billion VND and was expected to be completed in 2020; however, the implementation process has been delayed multiple times to date.
During a meeting with Lang, O Cho Dua, and Giang Vo wards, Hanoi Party Secretary Nguyen Duy Ngoc requested that relevant units complete the land clearance for Ring Road 1 (Hoang Cau – Voi Phuc section) before December 15, 2025, and open the road before January 15, 2026.
