On the afternoon of December 5, Mr. Vu Dai Thang - Chairman of Hanoi People's Committee, Head of Supervisory Delegation 01 of Hanoi Party Committee worked with the Standing Committee of Giang Vo Ward Party Committee on leadership, direction and organization of urgent tasks in the last months of 2025.

In his orientation speech, Chairman of the Hanoi People's Committee Vu Dai Thang said that the working group will focus on monitoring 8 key groups of issues, solving 5 "bottlenecks" of people's lives... The monitoring results will be completed and submitted to the Standing Committee of the City Party Committee, ensuring progress and quality.
At the conference, Mr. Tong Ngoc Nghia, Secretary of the Giang Vo Ward Party Committee, spent time reporting on the progress of site clearance for Ring Road 1 (Hoang Cau - Voi Phuc section). The ward also determined that the focus of the current phase is to concentrate on completing the site clearance for this route.
“As of December 3, the total number of land clearance plans for the Ring Road 1 route through the area is 795/795. Of which, 662 households have handed over the land, while the remaining 133 households have not,” said Mr. Tong Ngoc Nghia.
Mr. Tong Ngoc Nghia said that 84 households have received money and houses but have not handed over the premises and are renting them out. Giang Vo Ward People's Committee has repeatedly issued notices requiring households to hand over the premises, the ward must cut off electricity, water and fences. In addition, there are 49 households that have not agreed with the policy on compensation for site clearance, and are stuck due to inheritance and internal disputes.
“The ward has established a working group to carry out a '20-day, night campaign determined to complete the site clearance for the Ring Road 1 project, Hoang Cau - Voi Phuc section'. Ward officials went to each house to propagate and mobilize people to hand over the site,” said Mr. Nghia.

Regarding the same issue, Mr. Le Thanh Nam, Chief of Office of Hanoi People's Committee, Deputy Head of Supervision Delegation 01 of the City Party Committee, said that the difficulties and problems related to projects in Giang Vo ward are all related to site clearance work.
“Experience in site clearance shows that determining the origin of land is the reverse problem of the process of granting land use right certificates,” Mr. Nam said, adding that Giang Vo ward needs to make the best use of this process to ensure the progress of site clearance for the Ring Road 1 project as committed.
Concluding the meeting, Chairman of Hanoi People's Committee Vu Dai Thang said that the problems related to site clearance in Giang Vo ward have existed for many years and have not arisen recently.

“Under the direction of the City Party Committee, directly led by the City Party Secretary, the site clearance work has changed day by day. In particular, the ward is trying to complete the site clearance for the Ring Road 1 by December 15. That shows the great leadership capacity of the comrades,” said Mr. Vu Dai Thang.
Chairman of the Hanoi People's Committee Vu Dai Thang said that the site clearance for Ring Road 1 is a big job, and the whole city is currently participating with Giang Vo Ward. In addition to the efforts of the ward, the city's agencies also support the ward to achieve the goal of completing the site clearance for Ring Road 1 (Hoang Cau - Voi Phuc section) before December 15, 2025.
The 2.2 km long Hoang Cau - Voi Phuc section of Ring Road 1 was approved for investment in late 2017 with a total investment of more than VND 7,800 billion and was expected to be completed in 2020. However, the implementation process has been delayed many times.
At the working session with Lang, O Cho Dua and Giang Vo wards, Hanoi Party Secretary Nguyen Duy Ngoc requested relevant units to complete the site clearance for Ring Road 1 (Hoang Cau - Voi Phuc section) before December 15, 2025 and open the route before January 15, 2026.
