
According to the official decision assigned, Working Group No. 4 presides over and coordinates with agencies to review and classify 62 projects (currently recording reports of difficulties and problems of 47 other projects) in the tourism sector with difficulties and problems, in groups of issues on land, investment, construction, tax, and justice; in which, there are a number of projects with many difficulties and problems in many fields.
The reasons for land issues are that the projects have not completed land allocation and lease procedures, are slow to put land into use, are stuck with site clearance compensation, land use rights transfer agreements, determining specific land prices, overlapping mineral planning, overlapping forest land planning, overlapping residential land planning, land use extension procedures... there are 27 projects.
Regarding investment, due to lack of implementation, lack of periodic reporting on project implementation status, adjustment of project objectives without land type combined with commercial services, and lack of approval procedures for investment policy adjustment, there is no basis for carrying out the next procedures for 12 projects. Regarding construction, due to lack of access roads, construction permit procedures are required for 10 projects.
Regarding planning (stuck in zoning planning, stuck in general construction planning, stuck in detailed planning, waiting for planning of Mui Ne National Tourist Area... there are 30 projects. Regarding tax due to no land rent notification, not yet completed financial obligations to the State, there are 3 projects. Regarding justice due to stuck in organization of execution of judgments and dispute resolution according to decisions of people's courts at all levels, there are 2 projects.
Through classification, members of Working Group No. 4 determined that the difficulties and problems are mainly under the jurisdiction of the locality (provincial departments, branches and People's Committees of wards/communes/special zones). In particular, 4 projects under the jurisdiction (or joint jurisdiction) of central ministries, branches and the Prime Minister have been updated in the database system of the Steering Committee on resolving backlogged projects (System 751).
Of the 11 recorded projects, after review, 2 projects were directed by Vice Chairman of the Provincial People's Committee Nguyen Minh to be resolved: Thai Binh Tourism Area project in Tan Thanh commune of Thai Binh Tourism Company Limited has resolved land lease in Decision No. 1222/QD-UBND dated November 19, 2025; Phuong Thao Resort Tourism project in Hoa Thang commune of Loc Phat Binh Thuan Company Limited was directed by the Provincial People's Committee in Notice No. 458/TB-UBND dated November 5, 2025.
At the meeting on November 26 of Working Group No. 4, chaired by Vice Chairman of the Provincial People's Committee Nguyen Minh, the working method of the Group in removing difficulties for projects was agreed upon, which is that the commune-level authorities proactively meet and work with investors, inspect, review, identify, classify, and summarize the causes of difficulties and problems of projects, and inform the group.
The members of the team, based on the agreed lists, regularly update project-related content, including content on defense planning, transfers, levels of law violations, etc. to proactively handle project problems...
Vice Chairman Nguyen Minh also directed the Department of Agriculture and Environment to urgently establish zoning plans in the areas; the Department of Finance to preside over and coordinate with the Department of Construction, investors and communes in Mui Ne area to guide the implementation of planning; the presiding unit to synthesize and regularly update the projects that have been resolved, the content of the resolution and establish a list of "completed" or "additional" projects with specific dates...
With the motto of "doing it easy first", Vice Chairman of the Provincial People's Committee Nguyen Minh sent a message to businesses to proactively coordinate and implement related contents in implementing the policy of removing difficulties and obstacles for projects to complete their investment goals... Vice Chairman Nguyen Minh requested the members of the Working Group to well implement the assigned tasks to completely resolve the difficulties and obstacles of the projects. When the project is implemented, the capital source will be cleared... which will contribute to increasing budget revenue, promoting job creation and completing growth targets...
