Successfully implementing the revolution in administrative reform
On the morning of December 4, continuing the 10th Session, the National Assembly gave opinions on the Reports on the 2021-2026 term of the President and the Government; the Draft Report on the 15th term of the National Assembly; the Reports on the 15th term of the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the State Audit; the Reports on the 2021-2026 term of the Supreme People's Court and the Supreme People's Procuracy . The session was broadcast live on radio and television for voters and people to follow.
Commenting on the draft Report on the work of the 15th National Assembly, National Assembly deputies affirmed that the draft Report has focused on clarifying the outstanding achievements, efforts and continuous reforms of the National Assembly during the past term in all areas of work. Delegate Ngo Trung Thanh (Dak Lak Delegation) said that the XV term took place in an unprecedented context, the COVID-19 pandemic in the early years of the term created great challenges. This is an invisible disease, spreading rapidly, with a high risk of death, unpredictable changes, with no effective solutions to prevent it, deeply affecting all aspects of social life, causing disruptions in supply chains, stagnating international trade and placing an unprecedented burden on the health systems of all countries.

During that particularly difficult time, under the Party's wise and talented leadership, the National Assembly made an unprecedented historic decision, full of wisdom and courage, by issuing Resolution 30/2021/QH15, strongly empowering the Government; at the same time, issuing many other laws and resolutions to meet the urgent requirements of the situation. The Government has been very proactive, wise and flexible, promptly and effectively implementing epidemic prevention measures, ensuring stability in people's lives and economic recovery and development.
Notably, with the strategic vision and close leadership of the Party, headed by General Secretary To Lam, the National Assembly promptly amended and supplemented a number of articles of the 2013 Constitution, promulgated important laws and resolutions, and ensured the legal basis. The Government has organized drastic, proactive, and synchronous implementation.
“We have successfully carried out the revolution in administrative reform by rearranging territorial administrative units and operating a two-level local government model. It can be said that this is an epoch-making milestone in this term,” delegate Ngo Trung Thanh stated.
In the context of remarkable advances in technology such as AI, big data, and high-speed telecommunications, this revolution is not simply about streamlining the apparatus and reducing intermediary levels, but more importantly, about pioneering and turning traditional administrative challenges into opportunities for our country to make the most of technological advantages, restructure the development space, and open up new space for growth.
Delegate Ngo Trung Thanh suggested that it is necessary to urgently review and perfect the legal system to optimally operate the two-level local government model. Ensure reasonable decentralization, clear authority, clear responsibility, and effective control mechanisms to maximize the growth potential opened up by this administrative reform, while building a cadre team for the new era.
“We have good laws and the right policies, but to be successful, the decisive factor is still people. Therefore, we need to soon improve the law to build a team of responsible, courageous, professional, honest, technologically proficient officials with innovative thinking and development creation capacity. In particular, there is room for officials to be confident, dare to act and boldly act for the common good, for a strong and prosperous Vietnam,” the delegate emphasized.
The 15th National Assembly is a dynamic, flexible and adaptive National Assembly.
Delegate Duong Khac Mai (Lam Dong Delegation) said that the 15th National Assembly has completed a huge amount of work with high requirements on quality and progress.
Delegates especially appreciated the outstanding marks of the term such as amending and supplementing a number of articles of the 2013 Constitution, creating a constitutional basis for many major reforms; legislative activities with a very large volume, promptly removing many institutional bottlenecks; innovation in supreme supervision activities; and deciding on major policies on socio-economy, budget, public investment, recovery and development after the pandemic. In addition, the method of organizing sessions continued to be flexibly innovated, the National Assembly's foreign affairs activities were expanded, contributing to enhancing Vietnam's position in the international arena.

Sharing the same view, delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) stated that the work of the 15th National Assembly has very well fulfilled its functions and tasks of constitutionalization, legislation, supervision and decision on important national issues. During the 15th National Assembly term, 19 sessions, 9 extraordinary sessions (not regular) and 10 regular sessions were held. The 15th National Assembly has implemented discipline in legislative work, completing more than 205 legislative tasks, exceeding the target by 33%.
"The 15th National Assembly is a dynamic and flexible National Assembly, adapting to the requirements of the Party and State in the new context. During the COVID-19 pandemic, the 15th National Assembly flexibly switched from in-person to online, then combined online and in-person and implemented digital transformation, e-Parliament, and digital Parliament in the fastest and most effective way," affirmed delegate Tran Hoang Ngan.
