

Solving bottlenecks in national energy project development
The report on the issuance of the National Assembly Resolution on mechanisms and policies for national energy development in the 2026-2030 period presented by Minister of Industry and Trade Nguyen Hong Dien said that the issuance of the Resolution aims to promptly remove bottlenecks and obstacles in institutions, mechanisms and policies; ensuring solid national energy security. Thereby, contributing to the successful implementation of the Socio-Economic Development Strategy for the 2026-2030 period and sustainable development goals.
The Draft Resolution consists of 8 Chapters and 24 Articles, focusing on specific mechanisms to resolve policy bottlenecks on developing national energy projects, ensuring immediate implementation.

This Resolution stipulates a number of mechanisms and policies for national energy development in the 2026 - 2030 period, including: adjusting the power development plan, power grid development plan; investing in the construction of power projects; developing offshore wind power; direct electricity trading; important and urgent national oil and gas projects and works; investing in the construction of oil, gas and coal projects; national petroleum reserves.
The Resolution also clearly stipulates the principles and basis for flexible planning adjustment; the process and authority for flexible planning adjustment. The Resolution stipulates the responsibility of the Ministry of Industry and Trade to specify the details of the dossier and the process for requesting opinions on flexible planning adjustment dossiers.

Meeting the requirements of rapid and sustainable development of the country in the new period
The review report presented by Chairman of the Economic and Financial Committee Phan Van Mai stated that the Committee basically agreed on the necessity of studying and promulgating a Resolution of the National Assembly on mechanisms and policies for national energy development in the 2026-2030 period, to concretize the policy in Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo to develop national energy, meeting the requirements of rapid and sustainable development of the country in the new period.
The Committee recommends that it is necessary to review and include in the draft Resolution the contents of principles, under the authority of the National Assembly, without stipulating the contents under the authority of the Government, ministries, branches, and localities to issue sub-law documents, ensuring compliance with the spirit of innovation in law-making in Resolution No. 66-NQ/TW.

At the same time, the Government directed to review, carefully consider and explain the proposal of a number of mechanisms and policies to ensure suitability, feasibility and control mechanisms to avoid risks arising during the implementation process.
Specifically, it is stipulated that power grid projects and works in the Power Development Plan and the power supply network development plan in the Provincial Plan do not have to go through investment policy approval procedures. Meanwhile, according to the provisions of the draft Law on Planning (amended), the Power Development Plan and the Provincial Plan are orientational in nature and do not include a specific list of projects. Thus, there is no basis to determine the project "in the Power Development Plan and the power supply network development plan in the Provincial Plan". Therefore, the Government explains the reasonableness and feasibility of this provision.

Regarding the permission to use the planning approval decision to replace the investment policy approval document. Therefore, it is recommended to carefully evaluate the feasibility of this regulation in the context of the planning content being innovated in a general direction, without listing projects; to avoid conflicts with the new approach of the Law on Planning (amended).
Regarding the regulation of the direct assignment mechanism for a number of projects to ensure progress, it is proposed to clearly stipulate the conditions for enterprises to be assigned to implement projects and power grid works in the Power Development Plan and Provincial Plan; determine the criteria for applying this mechanism, distinguishing it from projects that must select investors according to the normal process...
