
On the afternoon of December 4, the National Assembly Delegation of Son La province and the National Assembly Delegation of Vinh Long province discussed in Group 13 the Draft Resolution of the National Assembly on mechanisms and policies for national energy development in the 2026 - 2030 period.
Delegates assessed that the Resolution needs to be completed in a synchronous and tight direction, not creating legal gaps, while expanding development space for renewable energy, which is Vietnam's strategic resource in the process of sustainable development.

National Assembly Deputy Vi Duc Tho (Son La) agreed with the necessity of issuing the Resolution and suggested that the drafting agency continue to review to ensure consistency in the legal system and international treaties of which Vietnam is a member.
Commenting on the scope of regulation in Article 1, the delegate said that the regulation only for “offshore wind power” is not comprehensive. The delegate cited evidence that many localities, including those without land borders, are actively developing onshore wind power in line with the goal of clean and sustainable energy. Therefore, the delegate recommended expanding the scope of wind power development in general, not limiting it to offshore wind power, to ensure fairness and practicality.
Regarding the implementation provisions in Article 24, the delegate proposed to consider not stipulating this content in the draft Resolution. According to the delegate, the provisions as in the draft lead to the intentional issuance of illegal, local, group-interest documents... but are still considered to exclude, exempt or reduce responsibility.

National Assembly Deputy Tran Quoc Tuan (Vinh Long) emphasized that the issuance of the Resolution will contribute to removing many institutional obstacles, especially in the development of offshore wind power - an energy source capable of making significant contributions to GDP growth and the goal of carbon neutrality by 2050.
The delegate said that the current major bottleneck lies in the power purchase agreement (PPA) mechanism that does not meet international standards, causing difficulties in mobilizing capital from foreign financial institutions. The delegate recommended that the criteria for selecting investors be completed soon, focusing on actual financial capacity, while setting a maximum time frame for processing procedures, creating transparency and shortening the licensing process. "This is the key to "unlocking" long-term investment capital worth tens of billions of USD, contributing to strengthening national energy security," the delegate emphasized.

National Assembly member Nguyen Thi Le Thuy (Vinh Long) proposed not to include the content on national petroleum reserves in the resolution. According to the delegate, the reserve policy is within the scope of long-term management, while this resolution is short-term and aims to address urgent needs. In addition, the Law on National Reserves, which is being considered for amendment by the National Assembly, fully covers this content. If included in the resolution, it could easily lead to legal conflicts, difficulties in supervision, and even create loopholes for the "petrol exchange" mechanism.
Regarding the content of flexible adjustment of power planning, delegates said that this concept has not been clearly defined, which could lead to abuse and destabilize the long-term orientation of national power planning. Current laws already have shortened provisions for special cases, so there is no need to add a mechanism with unclear scope of application.


Regarding the selection of investors for offshore wind power projects, delegates proposed to adjust the criteria for charter capital and minimum equity capital to suit the reality, because without a specific project, investors cannot have accurate data to determine the capital ratio according to the total investment. Delegates also recommended to replace the phrase "preparing investment policy documents" with "submitting valid documents" to avoid the situation of preparing formal documents to maintain the survey position.
