Perfecting the legal system, promoting growth, ensuring the major balance of the economy

On the morning of December 3, continuing the 10th Session, the National Assembly listened to Deputy Prime Minister Nguyen Hoa Binh present a report on the implementation of 16 resolutions of the 14th and 15th National Assembly on thematic supervision and questioning.

The First Deputy Prime Minister said that in recent times, the Government has directed the implementation of drastic measures, many tasks have been completed with very commendable results, some have achieved initial results and some need to continue to focus on solving in the coming time.

Specifically, according to the Deputy Prime Minister, in the financial sector, the Government and the Prime Minister have focused on directing the review of 12 laws and submitted to the National Assembly for approval 8 laws on state budget, prices, state capital management in enterprises and a number of specialized tax laws; approved 108/111 national planning, continued to handle difficulties and obstacles in planning work associated with the arrangement of administrative units and the organization of 2-level local governments.

Strictly control the work of budgeting, allocation, management and use of state budget and public assets. Focus on reviewing, synthesizing, classifying, developing plans and resolutely removing difficulties and obstacles for long-standing projects.

Focus on perfecting the legal framework; implementing solutions to promote recovery of the corporate bond market; national credit rating is maintained at a positive level.

Actively and effectively deploy fiscal and monetary mechanisms, policies and solutions to support the Socio-Economic Recovery and Development Program; institutionalize a number of appropriate specific mechanisms and policies.

In the banking sector, the Government and the Prime Minister have focused on directing and operating monetary policies proactively, flexibly, promptly and effectively; closely and synchronously coordinating with a reasonable, focused and key expansionary fiscal policy to contribute to stabilizing the macro-economy, controlling inflation, promoting growth, and ensuring major balances of the economy.

Continue to review, amend, and perfect the legal framework for banking activities, ensuring strictness, efficiency, and risk reduction; carry out compulsory transfers for the three compulsory purchase banks and Dong A Bank.

By the end of October 2025, the bad debt ratio on the balance sheet will be controlled at 1.64%. Synchronously deploy solutions to strengthen gold market management. In the field of Industry and Trade, the Government and the Prime Minister have issued decisions on adjusting Power Plan 8 and implementation plans; electricity trading mechanism between renewable energy power generation units and electricity users; policies to encourage the development of rooftop power sources for self-production and self-consumption in private homes, agencies, offices, and industrial parks.

The construction of the 500kV Quang Trach-Pho Noi transmission line was completed ahead of schedule. Market management, e-commerce, many campaigns to prevent and combat smuggling, trade fraud, counterfeit goods, poor quality goods, and intellectual property violations were implemented synchronously, achieved many positive results and are continuing to be promoted.

In addition, the Government and the Prime Minister have issued a specific Plan to direct ministries, branches and localities to resolutely, synchronously and effectively implement many related tasks, solutions, programs and projects, creating positive changes and achieving initial results in the fields of agriculture and environment.

Focus on removing difficulties and obstacles in organizing the implementation of laws on land, minerals, geology, forestry, approving the Strategy for sustainable agricultural and rural development for the period 2021-2025, the Agricultural restructuring plan, 4 national sectoral plans in the fields of forestry, fisheries, environment, approving and implementing the Project on sustainable development of 1 million hectares of specialized high-quality, low-emission rice.

Completed the construction of 4 component data groups, cadastral database for nearly 57 million land plots and 34/34 provinces and cities. Application of science, technology and digital transformation has been promoted, especially in natural disaster prevention and control, monitoring of fishing vessel activities at sea.

The Government and the Prime Minister have directed the synchronous and effective implementation of tasks and solutions, and the implementation of the Project to build at least 1 million social housing units.

Prioritize investment in strategic infrastructure projects, especially the Eastern North-South Expressway, the Hanoi and Ho Chi Minh City beltways, and Long Thanh Airport; put into operation 2,476km of expressway, striving to exceed 3,000km by the end of 2025 and basically open the Eastern North-South Expressway; put into operation about 1,397km of coastal road, striving to complete exceeding 1,700km by the end of 2025.

According to the Deputy Prime Minister, the Government and the Prime Minister have directed to focus on developing and submitting to the Central Committee and the Politburo for promulgation 3 resolutions and conclusions on breakthroughs in science and technology development, innovation and national digital transformation, development and application of biotechnology to serve national development in the new situation; promoting national standards, measurement and quality work until 2030 and the following years; urgently promulgating and drastically implementing the Implementation Plan.

Issue policies on finance and investment, thereby shifting to a management mechanism based on output results. Encourage enterprises to invest in science and technology, expand the activities of the Enterprise Science and Technology Development Fund, and create a legal corridor for enterprises to promote cooperation and association with domestic and foreign science and technology organizations.

Direct the implementation of local innovation index assessment to promote socio-economic development based on science, technology and innovation.

The Government has also directed the development and promulgation of resolutions and the National Digital Transformation Program to make Vietnam a country with digital transformation awareness in line with many countries in the world; develop a digital infrastructure strategy, national information and communication infrastructure planning; develop the Telecommunications Law 2023 and detailed regulations to promote the development of a new, competitive telecommunications market and the development of new telecommunications services.

The Government and the Prime Minister have focused on directing the development and submission to the Politburo for promulgation of Resolution No. 71-NQ/TW on breakthroughs in education and training development to create a breakthrough in development and improve the quality of education and training.

Submit to the National Assembly for promulgation the Law on Teachers and 2 resolutions on: exemption and support of tuition fees for preschool children and general education students; universalization of preschool education for preschool children from 3 to 5 years old; submit to the National Assembly at the 10th Session for 3 draft laws (Law amending a number of articles of the Law on Education, Law on Higher Education, Law on Vocational Education); 2 resolutions on a number of specific and outstanding mechanisms and policies to make breakthroughs in education and training development and the National Target Program on modernization and improvement of education and training quality for the period 2026-2035.

The Government and the Prime Minister promulgate strategies and plans for education and training development; regulations on decentralization, delegation of authority, and assignment of authority associated with the two-level local government organization model in the education sector; start construction of 100 inter-level boarding schools for land border communes, ensuring completion before August 30, 2026, and continue to invest in the construction of the remaining 148 schools in the next 2-3 years in accordance with the direction of the Politburo.

Review and reorganize public service units. Urgently develop a plan to implement the policy of "ensuring the provision of a unified set of textbooks for common use nationwide and implementing it from the 2026-2027 school year."

Promote AI training programs and build talent training centers. Vietnam is among the 21 countries that will soon achieve the United Nations' sustainable development goals by 2030 on quality education./.
