State Auditor General: There are still cases of abandoned houses and land being used for the wrong purposes.

State Auditor General Ngo Van Tuan said that in the management and use of public assets, there are still cases of abandoned houses and land, improper use or ineffective use; slow implementation of plans to rearrange and handle houses and land. Encroachment, land disputes, joint ventures, associations, leasing and lending of assets in violation of regulations still occur in many places.

On December 3, the National Assembly discussed in the hall a summary report on the implementation of the Government members, Chief Justice of the Supreme People's Court, and Chief Prosecutor of the Supreme People's Procuracy . Auditor General State on the resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

At the meeting reporting on the results of implementing the Resolutions of the National Assembly Lock Regarding the XIV and XV Sessions on thematic supervision and questioning, State Auditor General Ngo Van Tuan said that based on the assigned tasks in the Resolutions of the National Assembly, the State Audit has seriously grasped, disseminated and synchronously deployed solutions for implementation.

Specifically, State Audit Office has promoted administrative reform, innovated methods and ways of organizing audits; strongly applied information technology in all activities, especially the use of artificial intelligence and big data analysis in auditing work. Strictly publicized audit results, lists of organizations and individuals that are slow or have not implemented audit recommendations; promptly urged and removed difficulties and obstacles in the process of implementing audit recommendations.

According to   Mr. Ngo Van   Tuan, the State Audit Office has also closely coordinated with the Government Inspectorate , ministries, branches and localities in handling overlaps between inspection and auditing activities; promptly providing audit reports to serve the inspection, supervision, investigation work of the National Assembly and competent agencies.

In addition, the State Audit focuses on auditing “hot” issues that are of interest to public opinion and voters, areas with high potential risks, prone to corruption, waste, and negativity. At the same time, to strengthen the audit of contents related to urban planning, management and land use, the State Audit has selected audit topics focusing on assessing planning and construction licensing; the management and use of land revenue; the management, use, rearrangement and handling of houses and land.

“In particular, to strengthen the audit of waste prevention and control, the State Audit has issued many documents guiding and directing implementation; requiring that each audit must clearly identify acts and manifestations of waste, indicate subjective and objective causes and responsibilities of relevant organizations and individuals; and at the same time recommend measures to handle and overcome consequences,” said Mr. Ngo Van Tuan.

However, Mr. Ngo Van Tuan also frankly admitted that the audit results showed that there were still some shortcomings and limitations. For example, in regular expenditure,    Budget allocation is still slow, many times, not close to reality; there are cases of allocation when conditions are not met, leading to failure to disburse, having to cancel the budget; in some places, allocation exceeds the norm; funds are used for the wrong purpose.

In development investment expenditure, there is still a situation of capital allocation when conditions are not met, not included in the medium-term public investment plan, allocation beyond implementation capacity, or exceeding actual needs; low disbursement rate, capital plans must be adjusted or canceled; many projects are not designed economically; implementation progress is slow, slow putting into use reduces investment efficiency, causing waste of resources.

In the management and use of public assets, there are still cases of abandoned houses and land, improper use or ineffective use; slow implementation of plans to rearrange and handle houses and land. Encroachment, land disputes, joint ventures, associations, leasing and lending of assets in violation of regulations still occur in many places. There are still cases of land allocation and leasing in violation of regulations; land use without a decision or land lease contract. Land rent has not been declared or paid, land rent has not been adjusted, when the stabilization period has ended; land price and plot location have not been determined appropriately; land rent exemption and reduction without sufficient documents, for the wrong subjects.

Through audits, the State Audit Office has also pointed out inadequacies and limitations in mechanisms, policies, and economic and technical norms that are not suitable to reality, thereby recommending amendments and supplements to perfect the policy and legal framework.

Mr. Ngo Van Tuan also affirmed: The State Audit Office pays special attention to controlling the performance of public duties, professional ethics and codes of conduct of state auditors to promote the prevention and fight against corruption and negativity in the industry. All audits are 100% quality controlled; at the same time, many inspections and direct controls are organized at audit teams. The industry has been synchronously implementing many solutions to improve the quality of operations; considering "quality and ethics of public service" as the motto of action, the core standard that is thoroughly understood and implemented throughout all activities of the State Audit Office.

In the coming time, Mr. Ngo Van Tuan informed that the State Audit will continue to closely follow the leadership of the Party and the National Assembly, promote comprehensive innovation in audit content and methods, strengthen operational audits, thematic audits, focus on "hot" issues that voters and public opinion are interested in; focus on detecting inadequacies of mechanisms and policies to propose improvements; contribute to the fight against corruption, waste, negativity and practice thrift and combat waste.
