Consolidate three national target programs to concentrate key investment resources

Continuing the program of the 10th Session of the 15th National Assembly, on the afternoon of December 3, the National Assembly listened to the Presentation and Verification Report on the investment policy of the National Target Program on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the period 2026 - 2035.

Authorized by the Prime Minister to present the Report, Minister of Agriculture and Environment Tran Duc Thang said that the scope of the Program is nationwide, with priority given to ethnic minority and mountainous areas.

Regarding the total capital for implementing the Program, Phase I (2026 - 2030) is expected to mobilize at least VND 1.23 million billion. In the immediate future, the central budget will directly support about VND 100,000 billion. During the operation process, the Government will continue to balance the central budget to prioritize additional support for the Program in accordance with actual conditions according to proposed needs, to have resources to support the implementation of assigned goals and tasks.

In addition, there is local budget capital at all levels (province, commune) of 400,000 billion VND; capital combined from national target programs, other programs and projects, about 360,000 billion VND; policy credit capital of about 22,686 billion VND; capital from enterprises and mobilized contributions from the community and people of about 348,000 billion VND.

In phase II (2031 - 2035), based on the implementation results of the 2026 - 2030 Program, the Government will submit to the National Assembly for decision on resources to implement the Phase II Program.

In order to manage more consistently, effectively, substantially and sustainably, overcome the situation of overlapping, dispersion of resources, and duplication of tasks in the National Target Programs: New Rural Construction, Sustainable Poverty Reduction, Socio-economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2025, the Government has developed a Proposal Report for the investment policy of the National Target Program on New Rural Construction, Sustainable Poverty Reduction and Socio-economic Development in Ethnic Minority and Mountainous Areas for the period 2026 - 2035 on the basis of integrating the above 3 Programs of the period 2021 - 2025.

The National Assembly's Ethnic Council's review report stated that the Ethnic Council agreed with the need to merge the three national target programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas to form a national target program for investment in the 10-year period, from 2026 to 2035. This merger will contribute to reducing overlaps in policies, subjects, and areas; overcoming shortcomings and limitations in implementing the three programs in the 2021-2025 period; improving investment efficiency, focusing on prioritizing resources for the most difficult areas, ethnic minority and mountainous areas.

Regarding the components and policies, the Ethnic Council basically agrees with the structure of the Program consisting of 2 components, and requests the Government to direct and fully absorb the opinions of relevant agencies, review and approve the program to ensure no duplication of content between the components and with programs and projects that have been decided or are being submitted for investment policy decisions; regarding regular tasks according to the functions and tasks of the agencies. At the same time, the Central Government should only stipulate the framework and assign targets, while specific and detailed activities should be assigned to localities to choose and decide on investment to suit the practical situation of the locality.

In addition, it is necessary to select truly targeted content and policies to focus investment resources on key areas such as: people's infrastructure, production development associated with agricultural and forestry development; science, technology, digital transformation; protection and development of forests and ecological environment; higher investment, especially for ethnic minorities with very few people, people living in highland and border areas and planning, stabilizing population living in areas at risk of natural disasters and landslides, solving urgent, essential and specific problems in ethnic minority and mountainous areas.

Along with the group discussion on the investment policy of the National Target Program on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the period 2026 - 2035, the National Assembly listened to the Submission, the Verification Report and discussed in the group on: Investment policy of the Vinh - Thanh Thuy Expressway Construction Investment Project; the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.
