The 2021-2026 term is a very special one, marking a period of unprecedented difficulties and challenges: the country has gone through months of fighting the prolonged Covid-19 pandemic, responding to natural disasters and extreme climate change, while the requirements for innovation in the national governance model, institutional improvement and improved supervision efficiency also put new, deeper and more comprehensive demands on the delegates.
In that context, the Local Specialized National Assembly Delegation Group has made outstanding efforts, solidarity, creativity and left many valuable marks. The group has maintained regular activities, exchanged many practical experiences and legislative research methods: from examination skills, policy impact assessment, legal consistency review to ways of organizing supervision at the local level.
The sincere and professional exchanges within the Group have contributed to the enrichment of knowledge, methods and parliamentary capacity, thanks to which the delegates are increasingly steadfast in their legislative thinking, sharper in their criticism, and more confident in contributing to the decisions of the National Assembly. The Group's professional activities not only directly support each delegate but also contribute to spreading the spirit of learning, innovation, and improving the quality of discussions and policy decisions of the National Assembly throughout its term.
The model of inter-provincial and inter-regional information sharing in citizen reception and petition handling has helped delegates promptly identify inter-regional issues, incidents that are repeated in many localities or spread across the area; thereby having a more comprehensive view to make recommendations, monitor and handle. This approach helps monitoring activities to be more in-depth and substantive, while improving the quality of reflecting voters' opinions to the National Assembly.
In particular, the Group has proactively applied information technology in synthesizing, classifying and sharing not only petition data but also many other important information related to local practices, socio-economic situations, bottlenecks in law enforcement and emerging issues at the grassroots level. This multi-level, multi-source sharing helps delegates have a more comprehensive picture, effectively serving the supervision, legislative participation and policy recommendations. This is a useful initiative, demonstrating the modern thinking, creativity and responsibility of full-time National Assembly delegates at the local level.
At the conference, local full-time National Assembly deputies also made a number of recommendations to continue improving the quality of activities, perfecting the coordination mechanism, sharing data to serve the people's petition work and enhancing conditions to ensure activities for local full-time deputies, maintaining gratitude - social - volunteer activities that have become the beauty of the Group...
Speaking at the conference, on behalf of the National Assembly Standing Committee, Vice Chairwoman of the National Assembly Nguyen Thi Thanh respectfully acknowledged and highly appreciated the contributions of the Group of Local Specialized National Assembly Deputies during the past term.
Emphasizing that National Assembly deputies are the center of the National Assembly's activities, and full-time National Assembly deputies at the central and local levels are the core of that center, the Vice Chairman of the National Assembly stated that with the spirit of solidarity, attachment, dedication, creativity, intelligence and efficiency, the Group of full-time local National Assembly deputies has created a ripple effect in the activities of the National Assembly, bringing the breath of life to the parliament and thereby making a very positive contribution to the general activities of the National Assembly.
Through the summary report and shared opinions at the Conference, the Vice Chairman of the National Assembly said that the Group of National Assembly Deputies in charge of localities has created a new, flexible and effective method of operation on the basis of promoting digital transformation, applying technology, sharing information and operational experience... in accordance with the policy of National Assembly Chairman Tran Thanh Man.
The Vice Chairman of the National Assembly believes that with the solid foundation built during the 2021 - 2026 term, along with the mettle, experience and enthusiasm of the delegates, the Group of Local Specialized National Assembly Deputies will continue to develop more strongly, be more proactive and make increasingly practical contributions to the activities of the National Assembly and the People.
