
One of the prominent wage policies that will take effect from January 1, 2026 is the adjustment of the minimum wage for employees with labor contracts.
Adjusting the minimum wage, in addition to improving workers' income, also has a positive impact on other policies including social insurance, health insurance, and unemployment insurance (UI).
Accordingly, the contribution levels will be adjusted to increase, correspondingly the benefits such as: sickness, maternity, work-related accidents and diseases, retirement, death, unemployment, etc. will also increase.
In the public sector, the current basic salary for calculating salaries for cadres, civil servants and public employees is implemented according to Decree 73/2024/ND-CP, at 2.34 million VND/month.
Recently, the National Assembly voted to pass the Resolution on the Central budget allocation plan for 2026. Of which, the total estimated budget for salary reform is 57,470 billion VND and assigned the Government to proactively adjust if conditions permit.
In addition, according to Deputy Prime Minister Pham Thi Thanh Tra, from now until the end of 2025, the Ministry of Home Affairs still has 33 decrees to issue, including 2 decrees adjusting the basic salary level. The Deputy Prime Minister also requested the agencies to complete the documents in November and submit them to the Government no later than December 10, 2025. Thus, it is likely that the salary policy in the public sector will have positive signs in 2026.
In addition, teachers teaching in public educational institutions are also likely to have their salaries adjusted from 2026 as the Ministry of Education and Training is currently seeking comments on a draft decree on teachers' salary policy (expected to take effect from January 1, 2026).
According to the proposal in the draft, teachers' salaries will be calculated according to the formula

In which, the proposed special salary coefficient is from 1.15 - 1.3 compared to the current salary coefficient, depending on the subject.
