Deputy Prime Minister of the Government: 146,800 people quit their jobs according to policies and regimes

According to Deputy Prime Minister Nguyen Hoa Binh, streamlining the payroll has achieved positive results. In the 2022-2026 period, the number of civil servants will be reduced by over 5%, and the number of public employees receiving salaries from the budget will be reduced by over 15%. Up to now, 146,800 people have quit their jobs according to policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of restructuring the apparatus and administrative units at all levels.

On December 3, the National Assembly discussed in the hall a summary report on the implementation by members of the Government, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy , and State Auditor General of the resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

At the meeting, reporting on the implementation of a number of resolutions of the 14th and 15th National Assembly on thematic supervision and questioning, Deputy Prime Minister Nguyen Hoa Binh said that in the field of internal affairs, the Government and the Prime Minister have directed drastic and effective implementation, basically meeting the requirements and are continuing to focus on implementation, in which, focusing on perfecting the legal system, establishing a solid legal basis to continue innovating the organization and operation of the Government and local authorities. Implementing the organizational arrangement of central ministries and branches has achieved many positive results, perfecting the organizational model of multi-sectoral and multi-field management ministries.

  Implement the organization of specialized agencies at the local level, ensuring consistency with the arrangement of ministries and branches at the central level; issue documents regulating decentralization, delegation of authority, and assignment of authority, and provide guidance for local authorities 2   early level stable and unified operation, meeting the requirements of people and society.

In the judicial field, the Permanent Deputy Prime Minister said that the Government and the Prime Minister have directed the development and submission to the Politburo for promulgation of Resolution 66-NQ/TW on innovation in law-making and enforcement and urgently promulgated the Plan. Take action to implement; resolutely direct the implementation of assigned tasks, complete the review of 121/123 legislative tasks; submit to the National Assembly for promulgation the Law on Promulgation of Legal Documents in 2025 and 3 resolutions on special mechanisms and policies in law-making; promote the review of legal documents to promptly detect and handle overlapping, contradictory, and impractical regulations; strictly control the promulgation of detailed regulations, ensure completeness, synchronization, consistency, and basically on time; focus on reducing and simplifying administrative procedures, decentralization, and delegation of power in the judicial field. The organization of law enforcement has been implemented more systematically, gradually linked with law-making work; the work of monitoring law enforcement continues to be institutionally perfected, implemented with focus and key points. The organization, apparatus and staff of legal staff continue to receive attention, be consolidated, improved and increasingly grown.

The enforcement of administrative judgments in recent years has been increasingly active, directing and organizing the final enforcement of many long-standing administrative judgments and decisions, closely coordinating with the Supreme People's Court to summarize the enforcement of the Law on Administrative Procedures. Institutions and laws on judicial expertise continue to receive attention and improvement.

Regarding the field of Inspection, the Permanent Deputy Prime Minister informed that the Government and the Prime Minister regularly direct the dissemination and implementation of the National Assembly's Resolutions on thematic supervision and questioning in the field of inspection. Focus on building annual inspection program orientations and plans to ensure focus and key points, while strengthening inspection in sensitive areas such as construction, land, investment, finance, and public assets.

Through the inspection, recommendations were made to handle finances, recover assets for the State and transfer many cases to the investigation agency; the work of preventing corruption, waste and negativity was deployed synchronously. The situation of petition groups gathering in large numbers was basically be controlled. Develop and submit to the National Assembly for approval Resolution No. 70/2024/QH15 on specific mechanisms and policies to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions in a number of provinces and cities.  

At the same time, focus on directing relevant ministries, agencies and localities to urgently complete the resolution of difficulties and problems for projects and achieve positive results; completed the handling of 1,759/2,161 projects and real estate facilities, reaching 81.39%.
