
On the morning of December 4, the National Assembly discussed in the hall the work reports for the 2021-2026 term of the President and the Government; the draft work report for the 15th term of the National Assembly; the work reports for the 15th term of the National Assembly Standing Committee, the Ethnic Council, the National Assembly committees, the State Audit; and the work reports for the 2021-2026 term of the Supreme People's Court and the Supreme People's Procuracy .
Regarding the work of the 15th National Assembly, Deputy Duong Khac Mai (Lam Dong) said that the report fully and comprehensively reflects the activities of the National Assembly in a term with a special context, many major fluctuations, from the Covid-19 pandemic, the world economic downturn, to the requirements of economic recovery, institutional reform, organizational restructuring and promoting digital transformation.
In that context, the National Assembly has completed a huge amount of work with high requirements on quality and progress.

Deputy Duong Khac Mai said that in the coming period, the focus should not only be on continuing to promulgate many laws, but also on shifting to the requirement of legal stability, ensuring predictability, feasibility and reasonable compliance costs.
"The National Assembly needs to emphasize more clearly the requirement to minimize the situation where laws have to be amended as soon as they are issued; and to strengthen early supervision of policy quality right at the law-making stage," said Deputy Duong Khac Mai.
According to the delegate, in the coming time, the decisive issue is to continue to perfect the mechanism for monitoring, urging, and re-monitoring the implementation of conclusions and recommendations after supervision.
Practice shows that if the post-supervision stage is not implemented synchronously and closely, the effectiveness of supreme supervision will still be limited. Therefore, the report needs to emphasize this content more clearly in the orientation of tasks for the next term, considering this a focus to improve the effectiveness of the National Assembly's supervision.
Deputy Duong Khac Mai is also concerned about the relationship between policy decisions and implementation capacity at the local level. According to the Deputy, the 15th tenure has issued many major decisions on budget, public investment, post-pandemic economic recovery, and administrative unit arrangement.
However, in practice, the capacity to organize implementation among localities is still different. Therefore, in the future orientation, it is necessary to clearly emphasize the requirement to closely link the National Assembly's policy decisions with the conditions to ensure implementation, especially in terms of resources, apparatus and human resources at the grassroots level, to avoid the situation where the policy is correct but implementation is slow and efficiency is not high.
The delegate also proposed to add directions to continue developing the digital National Assembly model in the direction of connectivity and synchronization between legislative, supervisory and people's petition activities, ensuring that information and data serving policy decisions are complete, timely and accurate.

Delegate Nguyen Anh Tri (Hanoi) said that during this term, the Party and State have done a lot of work on social security for the people, for humanity, and "for someone who has experienced war and the subsidy period like me, those achievements are extremely noble and meaningful."
The delegates assessed that there have been many innovations in the National Assembly's working methods. During the term, 19 National Assembly sessions were successfully held, including 9 extraordinary sessions.
“This is a most special innovation: the National Assembly meets whenever the people and the country need it. Thanks to that, the decisions of the National Assembly carry the breath of life that is happening, timely and lively,” said Deputy Nguyen Anh Tri.
Besides, the law-making work of the 15th National Assembly achieved outstanding results and achievements through the quantity and quality of issued legal documents and resolutions.
However, law enforcement is still much slower than what has been passed by the National Assembly, so it is necessary to further promote the dissemination of laws to the people.
From his own experience as a self-nominated National Assembly member for two terms and a retired official, National Assembly member Nguyen Anh Tri affirms that the Vietnamese National Assembly is a democratic National Assembly.
“In the XV and XV elections, I prepared my own documents and submitted them without any hesitation. I absolutely did not meet anyone, asked anyone for help, and only conducted the pre-election meetings as scheduled. No one stopped or reminded me. In the end, I was elected. Thanks to democracy, I achieved the final result I wanted,” said Deputy Nguyen Anh Tri.
In parliament, deputies have the right to democratically express their opinions; all are equal and respected.
“Thanks to democracy and respect, I am confident in completing the tasks of a National Assembly deputy. I am proud that, despite being a retired official, I have been able to work in the National Assembly and perform the duties of an elected representative,” said Deputy Nguyen Anh Tri.
Deputy Nguyen Thi Thuy (Thai Nguyen) proposed that the National Assembly Standing Committee soon organize a preliminary review and assessment of the implementation of the policy of building laws that only regulate framework issues and issues of principle in about 100 laws that have been amended by the National Assembly since the 8th session to date, in order to draw lessons for more effective implementation.
