
On the afternoon of December 4, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly to pilot a number of specific mechanisms and policies to implement large and important projects in the capital city of Hanoi .
Presenting the Government's report, Minister of Finance Nguyen Van Thang said that the draft resolution has 7 groups of specific mechanisms and policies. In particular, regarding the authority to decide and approve investment policies, the draft resolution stipulates that "The City People's Council and the Chairman of the City People's Committee are authorized to decide on investment policies and approve investment policies for public investment projects, PPP, and private projects without limitations on capital scale, land use, resettlement requirements, etc. under the authority of the National Assembly , the Government, and the Prime Minister according to current regulations".

When deciding and approving specific project policies that require the application of special mechanisms and policies other than those prescribed by law, based on the consent of competent authorities, the City People's Committee shall report to the Government to submit to the National Assembly Standing Committee for permission to implement, then report to the National Assembly at the nearest session.
Regulations on shortening the time for investment preparation and selection of investors and contractors are also stipulated in the draft resolution to speed up progress and mobilize public-private resources. According to the Government's proposal, some public investment projects and PPP projects are implemented in the form of selecting contractors and investors in special cases.
Regarding land recovery, land allocation, and land lease, the draft stipulates many contents to increase Hanoi's initiative, including adding cases of land recovery in addition to the provisions in Article 79 of the Land Law. The City People's Council decides on the list of land recovery projects to implement socio-economic development projects for national and public interests.
For projects that need to be implemented immediately under the direction of the Politburo, the Secretariat, the Government Party Committee, and the Hanoi Party Committee, the draft clearly states that the City People's Council decides on compensation, support, and resettlement levels twice the prescribed level.
In other cases, based on reality and the city's budget balancing ability, the City People's Council decides on compensation, support and resettlement levels higher than the regulations but not more than twice.

At the meeting, Chairman of the Economic and Financial Committee Phan Van Mai said that the Standing Committee of the Committee agreed with the necessity of issuing a resolution to remove institutional bottlenecks, mobilize resources, promote rapid, sustainable, modern development of the capital, with regional and national radiance.
Regarding particularly important and complex mechanisms and policies with a large scope of impact, such as expanding the case of land recovery compared to Article 79 of the Land Law, the head of the Economic and Financial Committee noted that this is content that directly affects the rights and legitimate interests of the people, so it is recommended to report to competent authorities, and at the same time carefully assess the legal, economic, social impacts and implementation risks.
Commenting on this issue, National Assembly Chairman Tran Thanh Man agreed to issue a resolution to deal with some immediate issues, but after the election of the 16th National Assembly, the Capital Law must be amended to fundamentally resolve the bottlenecks. In particular, according to the National Assembly Chairman, the selection of investors and contractors must ensure fairness and transparency, and the risk of disrupting the master plan must be minimized during implementation.
Summarizing this content, Vice Chairman of the National Assembly Vu Hong Thanh said that the draft resolution is eligible to be submitted to the National Assembly for approval at the 10th session.
