
On December 4, low-lying areas along the Cai River in Nha Trang were flooded 50cm deep, above the knee, due to heavy rain on the night of December 3, water poured in from upstream. By the evening of the same day, the sky was still cloudy, covered in a gray color.

In Tay Nha Trang ward, Nguyen Nhat Tan (30 years old) said that this year's flood was historic. At midnight, water flooded the alley and quickly rose into his house. He and his relatives set up scaffolding, electronic molds, blankets, pillows, and necessities.

Afraid of deep flooding, Mr. Tan also raised the rabbit cage high and prepared food and water for the animals.

Ms. Nguyen Thi Kim Phung (74 years old), a relative of Mr. Tan, waded out of the gate of her house, which was flooded more than 30cm deep. She brought clothes and an electric kettle for the fourth flood escape in half a month. During the flood in mid-November, Ms. Phung's extended family of 22 people crowded onto scaffolding before evacuating. The floodwaters were nearly 2m deep, becoming a haunting memory. When the forecast of continued heavy rain and the possibility of the flood returning, the family proactively left the house.

The road in front of Vinh Trung Primary School (Vo Cang Residential Area, Tay Nha Trang Ward) was deeply flooded, many people had to push their motorbikes to ensure safety. Mr. Doan Van Quang (residing in Tay Nha Trang Ward) said that the floodwaters started rising on the evening of December 3, his family had to stay up all night to move their belongings. If the rain continues, he will rent a place for his family to stay through the flood.

The grandfather carried his grandson across the flooded road in front of Vinh Trung Primary School.

Amidst rising floodwaters and murky waters, a family in Tay Nha Trang ward sat on a small boat to leave the deeply flooded area.

According to the leader of the People's Committee of Tay Nha Trang ward, the residential areas of Vo Cang and Vo Canh are currently flooded, with water reaching the edge of October 23rd Street (the route connecting Nha Trang - Dien Khanh).
The ward authorities have set up checkpoints and temporarily banned traffic on some flooded roads; at the same time, they have notified people to proactively raise their properties and cope with the floodwaters. The ward has also organized the evacuation of households in low-lying areas to safe places. They have prepared specialized rescue vehicles and essential food supplies to be ready to support the people.

According to Khanh Hoa Hydrometeorological Station, in the past 6 hours (from 10am to 4pm on December 4), many areas in Khanh Hoa province experienced rain to moderate rain. Rainfall recorded at some stations: Khanh Thuong 31.6mm, Khanh Nam 15.4mm...
It is forecasted that in the evening and night of December 4, Khanh Hoa will continue to have rain, some places will have moderate rain, with rainfall ranging from 10-30mm, some places may exceed 40mm. The downstream of Cai Nha Trang River is warned of the risk of deep flooding in the following communes and wards: Suoi Dau, Suoi Hiep, Dien Khanh, Dien Dien, Dien Lac, Dien Tho, Tay Nha Trang, Bac Nha Trang, Nam Nha Trang...

On the same day, Khanh Hoa Provincial People's Committee issued a document requesting reservoir management units to adjust and reduce discharge flow, and regulate appropriately to reduce flood peaks and minimize the risk of flooding in downstream areas.
The People's Committees at the commune level continue to inspect and review areas at high risk of flash floods, landslides, and prolonged deep flooding; proactively organize the relocation and evacuation of people to safe places according to the "4 on-site" principle. For areas that have been warned of dangerous levels, the relocation must be completed before the floods become more complicated. The Provincial Military Command and the Provincial Police are assigned to mobilize forces and means to support flooded localities in the relocation and evacuation of people...
The floods that lasted from November 16 to 21 in Khanh Hoa killed 22 people, injured 20; collapsed 115 houses, damaged 922 houses. Total damage was estimated at more than VND5,747 billion (not including property damage).
