Expected to loosen regulations on extra teaching and learning

The Ministry of Education and Training (MOET) plans to adjust regulations on extra teaching in schools, allowing Departments of Education and Training to decide on increasing the number of extra teaching periods instead of the current limit of 2 periods/subject/week.

Can teach more than 2 periods/week

The Ministry of Education and Training has just issued a draft to amend and supplement Circular 29 on extra teaching and learning, and sent it to 10 localities for comments, including: Hanoi , Ho Chi Minh City, Hai Phong, Bac Ninh, Ninh Binh, Hung Yen, Thanh Hoa, Nghe An, Hue City, and Da Nang.

In particular, the draft Circular amends Point c, Clause 4, Article 5 as follows: "Each subject is organized to teach extra classes for no more than 2 periods/week. Except for special cases considered and decided by the Director of the Department of Education and Training upon the proposal of the Principal or Director or head of the school".

In addition, the Ministry of Education and Training also plans to require teachers who teach outside of school to publicly and regularly update subjects, duration, location, form, student list and tuition fees. Meanwhile, the current regulation does not mention the element of "regular updating".

Another change is that the People's Committee at the commune level will manage, guide and inspect extra teaching and learning activities in the area, and handle or recommend competent authorities to handle violations.

The Ministry of Education and Training requested 11 localities to send comments before December 7, to complete and collect public opinions.

Circular 29 was officially issued by the Ministry of Education and Training, effective from February 14, 2025, regulating extra teaching and learning in schools.

Circular 29 has three notable new points, including: extra teaching and learning in schools must not collect money from students and is only for three subjects under the responsibility of the school; teachers teaching at schools must not teach extra classes outside of school and collect money from their students.

Clarifying the "special case" criteria

The Ministry of Education and Training affirmed its viewpoint that Circular 29 is issued to better manage extra teaching and learning activities, not to prohibit or "tighten" these activities. However, since Circular 29 was issued, it has caused many controversial debates regarding regulations on extra teaching activities in schools. In particular, the circular "rigidly" stipulates that each subject can only be organized for extra teaching no more than 2 periods/week.

Many teachers and parents believe that the limit of 2 periods/week is not enough to improve the ability of weak students or to deeply nurture good students.

Thus, according to the draft amendment and supplement to Circular 29 on extra teaching and learning, the Ministry of Education and Training has planned to loosen this limit, giving the authority to the Departments of Education and Training to consider and decide whether educational institutions can organize more than 2 extra classes per week for each subject. However, the draft does not specify the criteria for "special cases".

Ms. Cung Kim Chi, a parent with a child studying in grade 2 at Nam Thanh Cong Primary School (Hanoi), said that the current regulation of no more than 2 extra classes per subject per week in Circular 29 still has some points that are not suitable to reality.

According to Ms. Chi, her child is slow to learn and needs the homeroom teacher to reinforce basic knowledge. However, the limitation of extra study hours makes it difficult for the family to improve the child's weak knowledge.

Ms. Hoang Dieu Thuy's daughter is studying in grade 9 at Co Bi Secondary School (Gia Lam District, Hanoi). Entering the transition period, Ms. Thuy said: "The amount of knowledge in grade 9 is very large, the pressure to review for the grade 10 exam is even heavier. My child needs to study more to master basic knowledge, but the current regulation of only 2 periods per week for each subject is quite strict."

According to her, the Ministry of Education and Training's plan to give the Department of Education and Training the right to consider allowing schools to organize more than 2 extra classes per subject per week will create flexibility, suitable to the needs of students. However, she hopes the Ministry will clarify the criteria for "special cases" to ensure consistency and avoid abuse.

Mr. Nguyen Manh Cuong, a math teacher at a high school in Thanh Hoa, said that the draft circular amending the direction of allowing the Department of Education and Training to flexibly decide the number of extra teaching periods is suitable for the current teaching and learning reality. The limit of 2 periods/week for each subject as currently regulated is sometimes not enough to support weak students or provide in-depth training for good and excellent students, especially during the review period for the transfer exam.

Mr. Cuong also noted that if the criteria are relaxed, the Ministry needs to provide specific guidance on the criteria for "special cases" to avoid chasing achievements or organizing widespread extra classes.
