The Ministry of Education and Training plans that the amount of extra teaching time in schools will still be no more than 2 periods per week for each subject. However, it adds: Except for special cases, the Director of the Department of Education and Training will consider and decide upon the proposal of the principal or head of the school. However, the Ministry did not specify the criteria for these "special cases".
Circular 29, officially issued by the Ministry of Education and Training, effective from February 14, 2025, stipulates that extra teaching and learning in schools must not collect money from students and is only for students who register for extra classes by subject, including:
- Students whose final semester subject results are not satisfactory;
- Students are selected by the school to nurture excellent students;
- Final year students voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.

The draft revised circular clearly states: Organizations and individuals who teach extra classes outside of school for money must publicly and regularly update on their websites or post at their headquarters the following information: subjects taught extra, duration by grade level, location and form of teaching, time of organization, list of teachers and fee levels before enrollment.
At the same time, teachers who are teaching in schools and participate in extra-curricular teaching must not only report to the principal about the subject, location, form and time of extra-curricular teaching before starting, but also must update the report whenever there is any change in any content.
The draft circular also clarifies the responsibility for managing extra teaching and learning. Accordingly, the People's Committee at the commune level is responsible for managing extra teaching and learning activities in the area; guiding and inspecting the implementation of regulations; handling or proposing handling of violations. At the same time, the People's Committee at the commune level must monitor compliance with regulations on working hours, security, order, safety, environmental sanitation and fire prevention of organizations and individuals teaching extra classes outside of school.
