On the morning of November 20, the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Education ; the draft Law on Higher Education (amended); the draft Law on Vocational Education (amended); and the draft resolution on specific mechanisms and policies to implement Resolution 71 of the Politburo on breakthroughs in education and training development.
Increased teacher benefits benefit hundreds of students
Giving his opinion during the discussion, delegate Hoang Van Cuong ( Hanoi ) said that the proposal of a 70% preferential occupational allowance for preschool and primary school teachers ; 30% for staff and 100% for teachers in particularly difficult areas shows real concern "through specific policies and regimes, not just verbal honors".
This, according to him, clearly demonstrates the consistency in stipulating that teachers' salaries are ranked highest in the administrative career salary scale system.
He emphasized that teaching is a very special profession, and there are requirements for teachers to take special care of themselves and their reputation to set an example for students.
People in other professions who do not earn enough to live on can do many other jobs to earn more income, but teachers cannot do that. There are some jobs that other people can do but teachers are not allowed to do.
"Even if you do the right job of tutoring , you can't teach whatever you want.
A doctor who examines patients in a public hospital , but when he goes to work in a private hospital, can examine and treat the same patient he examined in the public hospital. This is also normal, because the patient does not want to be treated in a public hospital but wants to go to a private hospital, which has better equipment, more spacious and complete care conditions...
But teachers are not allowed to teach their own students the same lessons that the students are supposed to learn during school hours.
Teaching other content or more advanced knowledge is good, but if we teach knowledge that should be taught in class, then the problem is no longer a positive motivation," Mr. Cuong analyzed.
Therefore, having a higher allowance will help teachers have a better income, especially they will be more aware of their responsibility to society and students, and will devote all their attention to taking care of teaching and learning of students.
He added that increasing teachers' remuneration is only a small investment for one person, but it benefits hundreds of students. From there, it brings very high social efficiency.
He emphasized that when society pays more attention to teachers, society's requirements for teachers must also be higher. Society's supervision of teachers' performance of duties and responsibilities must be tighter and more thorough.
That mechanism will help form a team of qualified teachers, which is the decisive factor for the success of education.

Assigning the Department of Education and Training to organize a joint entrance exam will be transparent and effective.
Delegate Hoang Van Cuong expressed his agreement to assign the Department of Education and Training to organize a common entrance exam for all schools in the province. This will create efficiency, fairness and help candidates to be selected more transparently.
In addition, in the current context of rapid decline in birth rates and strong migration, schools may recruit more teachers this year to meet the number of students, but a few years later, with low birth rates and high migration, the number of students may decrease, leading to a surplus of teachers.
Meanwhile, other schools, many immigrants come to the number of students will increase rapidly so there is a shortage of teachers.
At that time, there needs to be an agency with sufficient authority to transfer teachers from schools with surplus to schools with shortage and to overcome the situation where in the same province, some schools have surplus teachers but some schools have shortages of teachers.
"To carry out this mobilization, the Department must be given the right to recruit and mobilize as in the draft resolution, and cannot let schools negotiate on their own or teachers have to figure out how to transfer from schools with surplus to schools with shortage," said delegate Cuong.
Delegate Nguyen Tam Hung pointed out: "Currently, general education teachers are under great pressure from school revenues and expenditures other than tuition fees."
Therefore, he proposed adding a regulation in the Law amending and supplementing a number of articles of the Law on Education requiring 100% of educational service revenue, including educational support services, to ensure that "teachers are not put in a position of having to explain on behalf of the school".
"Financial transparency is an important measure to protect teachers' honor, spirit and time," Mr. Hung said.
