Demonstrate a highly constructive and responsible spirit towards the cause of education and training.
In today's discussion session, 56 out of 64 registered opinions were expressed, 7 registered but did not speak and 1 registered to debate. Minister of Education and Training Nguyen Kim Son, on behalf of the drafting agency, received and fully explained the opinions of the National Assembly deputies.
During the discussion, Vice Chairwoman of the National Assembly Nguyen Thi Thanh said that the majority of National Assembly deputies highly appreciated the proactive and responsible spirit of the drafting agency and the agency in charge of reviewing the draft Law in preparing, updating and supplementing the draft Law dossier in a timely manner. The opinions were very frank and responsible, going straight to the point, focusing on analyzing the major and core issues of the three draft Laws and the draft Resolution. Many opinions were comprehensive and profound, demonstrating a constructive spirit and a very high responsibility towards the cause of education and training.

The National Assembly deputies basically agreed with many major contents in the three draft laws, the draft resolution and many contents in the initial acceptance and explanation report of the Ministry of Education and Training. In addition, the deputies spent a lot of time analyzing, evaluating and contributing many practical and specific opinions on each clause and each group of policies.
In particular, with the draft Law on amending and supplementing a number of articles of the Law on Education, opinions focus on clarifying the completion of the national education system, especially the position of vocational secondary education, supplementing and unifying regulations on diplomas and certificates, and clarifying the mechanism for allocating and using the state budget for education, ensuring efficiency and fairness.
Delegates were also concerned about the authority to recruit, mobilize, and appoint teachers and educational institution managers; the issue of school staff in public preschool and general education institutions in provinces and cities. Accordingly, the spirit is to stipulate in the direction of decentralization to the Provincial People's Committee based on the actual situation to decentralize to the Director of the Department of Education and Training, Chairman of the Commune People's Committee in recruiting and mobilizing cadres, teachers, managers, and school staff to ensure practical requirements.
In addition, National Assembly delegates also gave their opinions on the issue of having enough schools, classes, and teachers; the issue of a set of textbooks; school nutrition, moral, intellectual, physical, and aesthetic education; building an educational environment; the relationship between family, school, and society; socialization of education; teacher policies, preferential allowances for the profession, and retention time for teachers when they become managers.
Strengthening decentralization and delegation of authority coupled with supervision
Regarding the draft Law on Higher Education (amended), many delegates analyzed in depth the governance model and organizational structure; the licensing mechanism for training management and diploma granting; the issue of quality assurance and accreditation; policies for the teaching staff; responsibilities, efficiency and the requirement to perfect the financial mechanism of university autonomy; quality, supervision and accountability. At the same time, they emphasized the need to promote international cooperation, training linkage and integration; the issue of regional universities and multidisciplinary universities; mechanisms and policies for essential but few-chosen majors; training of postgraduate medical students, Specialist 1, Specialist 2 and internal medicine doctors; the responsibilities of the Ministry of Health and the Ministry of Education and Training.

The Vice Chairman of the National Assembly suggested that the two Ministries, during the acquisition process, should continue to coordinate to ensure state management for the Ministry of Education and Training, but also facilitate the health sector in training.
Regarding the Draft Law on Vocational Education (amended), many opinions suggested continuing to study and perfect the system of training levels and the model of vocational secondary schools; clarifying financial policies, ordering mechanisms, assigning tasks, strengthening cooperation with enterprises, improving training efficiency linked to the labor market. At the same time, perfecting regulations on the Enterprise Human Resource Training Fund; focusing on building a team of permanent lecturers and vocational trainers at enterprises; vocational standards; expanding the beneficiaries of preferential vocational and vocational training policies.
Regarding the National Assembly's draft resolution on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development, many opinions were expressed on the suitability and feasibility of each group of policies.

Specifically, from developing human resources in the education sector; cooperating in program development, digital transformation, international cooperation to supporting learners and training high-quality human resources. At the same time, it is recommended to clarify the responsibility for implementation and resources to ensure the Resolution.
In addition, delegates also emphasized the need to ensure the consistency of the legal system, strengthen decentralization and supervision; promote digital transformation; improve the quality of teachers; ensure fairness in access to education and enhance connectivity between levels of education and training.
These thoughtful and profound opinions are an important basis for agencies to continue researching, absorbing and perfecting the three draft laws and the draft Resolution to ensure both content, policy and legislative techniques; enhance consistency in the legal system, and improve the ability to enforce after being considered and approved by the National Assembly.
The Vice Chairman of the National Assembly said that immediately after this session, the National Assembly Standing Committee will direct the Secretary General of the National Assembly and the Committee on Culture and Social Affairs - the agency in charge of reviewing and synthesizing all the discussion opinions of the National Assembly deputies; closely coordinate with the drafting agency to research, fully absorb and thoroughly explain the opinions of the National Assembly deputies to complete the draft laws and draft resolutions with the highest quality, and submit them to the National Assembly for consideration and approval.
