The National Assembly spent the whole day of November 20 discussing the Law amending and supplementing a number of articles of the Law on Education, the Law on Higher Education (amended), the Law on Vocational Education (amended) and the draft resolution on specific mechanisms and policies to implement Resolution 71 of the Politburo on breakthroughs in education and training development.

Issues related to regional universities, medical training, textbooks, school violence prevention... received many opinions from delegates.

Textbooks can be provided from the 2026-2027 school year.

Delegate Pham Hung Thang ( Ninh Binh ) presented a draft resolution stipulating that textbooks will be provided free of charge to students, to be completed in 2030. For localities with conditions, free textbooks can be implemented from the school year.

2026-2027. He said such regulations are appropriate and in accordance with the spirit of Resolution 71, but it is necessary to clearly stipulate the implementation time to make it more strict, feasible, and effective.

Mr. Thang said that if the regulation is completed in 2030, the provision of free textbooks to students can be implemented by the end of 2030, which is still considered to achieve the set goals and tasks. However, at the beginning of the 2030-2031 school year, students still have to buy them, so this regulation needs to be amended to provide free textbooks to students from the 2030-2031 school year.

Delegate Nguyen Tam Hung (HCMC) proposed that the Government not collect textbook fees from students at all levels from the 2026-2027 school year to demonstrate the Party and State's concern for education.

Meanwhile, delegate Trinh Thi Tu Anh (Lam Dong) said that in parallel with providing free paper books, it is necessary to promote the use and preservation of books so that they can be reused for the following school years, and research the release of electronic textbooks with some suitable types...

Delegate Nguyen Anh Tri (Hanoi) agreed when the draft Law amending and supplementing a number of articles of the Law on Education stipulates that the Ministry of Education and Training decides on a set of textbooks for nationwide use. He was concerned about who would compile this set of textbooks because this omission is extremely confusing and risky!

"To achieve success when using a unified set of books nationwide, it is necessary to have a set of textbooks that are truly "textbooks", truly good, truly standard, and error-free. That set of books must be modern but close, containing culture, imbued with Vietnamese people's ethics," Mr. Tri expressed.

Party resolutions still emphasize the need to develop national and regional universities into strong entities, playing a leading role in the national education system. In reality, if the model is found to have shortcomings or problems in the intermediate sector, further investigation and evaluation is needed.

Increase allowances for teachers

A notable content, the draft resolution stipulates a minimum vocational incentive allowance of 70% for teachers, 30% for staff and 100% for teachers working in areas with especially difficult socio-economic conditions, border areas, islands, ethnic minority areas, mountainous areas and specialized schools.

Delegate Hoang Van Cuong (Hanoi) said that this clearly demonstrates the consistency in the Party and State's policies and guidelines on "teachers' salaries being ranked highest in the administrative career salary scale system".

He said that when teachers are given more attention, the requirements for them will also be higher and society's supervision of the performance of teachers' duties and responsibilities will have to be tighter and more in-depth to "form a team of qualified teachers, which is the decisive factor for the success of the country's education".

Delegate Pham Hung Thang (Ninh Binh) suggested that the drafting agency study and expand the scope of preschool and primary school teachers working in areas with difficult socio-economic conditions to receive higher preferential occupational allowances, or if not, it is necessary to stipulate a level 70% higher to avoid disadvantages.

The draft stipulates a 30% preferential allowance for all employees working at public preschools and general education facilities, regardless of developed, disadvantaged or particularly disadvantaged areas, including border areas, islands, ethnic minority and mountainous areas.

According to Mr. Thang, this regulation is not reasonable, so it is recommended to conduct research to regulate higher allowances for employees working in difficult and especially difficult areas compared to developed areas.

In addition, the draft resolution stipulates that the director of the Department of Education and Training has the authority to recruit, receive, mobilize, transfer, and second teachers, educational managers, and staff in public preschool, general education, and continuing education institutions in the province.

Regarding this, delegate Hoang Van Cuong said that assigning the department to organize a common entrance exam for schools in the whole province would be effective, fair and help candidates choose more transparently. Expressing agreement with this regulation, delegate Pham Hung Thang proposed having specific regulations to ensure publicity, transparency and fairness in recruitment, mobilization and transfer.

In particular, it is necessary to clearly stipulate the coordination between the department and the local authorities at the commune level where the cadres and teachers are transferred and the receiving place. "This is to avoid the risk of abuse of power and overcome limitations, difficulties and obstacles in the implementation process," Mr. Thang said.

Prohibit insulting teachers in any form

Delegate Nguyen Anh Tri said school violence is a painful and heartbreaking story, especially in recent months when the number of cases has skyrocketed and "reached a level of cruelty and viciousness much greater than before." He emphasized the need for determination to strictly prohibit school violence in the National Assembly resolution.

He said that the Ministry of Education and Training should soon issue a separate circular on solutions to prevent school violence. It should indicate the level of school violence and measures including many sanctions from education such as writing a self-criticism, apologizing to going to a reform camp, implementing disciplinary measures stipulated in civil and criminal laws...

Delegate Nguyen Van Canh (Gia Lai) proposed adding content to assign the Government to issue regulations on forms of student discipline. He proposed adding "prohibiting parents and students from insulting teachers in any form" to the prohibited content in the bill on "prohibiting violations of regulations of educational institutions".

There has never been an idea to bring medical universities under the Ministry of Education and Training.

Giving their opinions on the draft Law on Higher Education, many delegates said that the management of health science training should be under the management of the Ministry of Health instead of the Ministry of Education and Training. The reason is that the specific nature of the medical industry requires management by industry, not just education because it is related to human health and life.

Deputy Minister of Health Nguyen Tri Thuc shared that he was very sad when in the report explaining the acceptance, the Ministry of Education and Training considered the training of specialist doctors I, II and resident doctors as studying for a practice certificate, while these are the elite and great intellectuals of the medical industry. He really hopes that the National Assembly will consider and note that health education must be managed by the Ministry of Health.

"The Ministry of Health does not have time to compete for work, but if the bill is passed, health education will naturally be managed by the Ministry of Education and Training, including the health education program approved by the Minister of the ministry. This is very worrying," said Mr. Thuc.

Explaining later, Minister of Education and Training Nguyen Kim Son stated that the Law on Higher Education does not interfere with the management and training of medical specialists, but only stipulates general principles for training at the undergraduate, master's and doctoral levels in all fields and sectors within the scope of state management assigned to the ministry. He said that the training programs for medical specialists are training in post-graduate specialized skills and competencies under the management of the Ministry of Health.

"The training of medical specialists has been organized by the Ministry of Health from the past until now, the Ministry of Education and Training does not interfere in this matter," the Minister affirmed. He also said that with the regulations in the draft, the Ministry of Education and Training does not "embrace" the management of this field and "has never had the idea of ​​bringing the medical universities of the Ministry of Health under its control and the training of resident and specialist doctors is still regulated by the Ministry of Health."
