Proposal to exempt tuition fees and pay salaries for resident doctors

(Dan Tri) - National Assembly delegates said that the State should have a policy of exempting tuition fees for resident doctors. Resident doctors should also be paid, have insurance and be given priority in recruitment in the public health system.

This proposal was made by National Assembly delegate Huynh Thi Phuc (HCMC) when giving comments on the draft revised Law on Higher Education , during the discussion session on the afternoon of November 20.

Regarding residency training, the female delegate proposed to add to the draft law the direction that "the residency training program is a specialized postgraduate training program in the health field that will be implemented by qualified medical universities".

Selected candidates will be trained centrally at hospitals with instructors, monitored and periodically assessed for practical skills.

Along with that, delegate Phuc proposed that the State should have a policy of exempting tuition fees for medical residents and allowing them to enjoy policies including salary, study allowances, occupational insurance and priority recruitment in the public health system.

The reason, according to Ms. Phuc, is that this policy has been implemented before and in many countries today, resident doctors do not have to pay tuition, are paid, have insurance, and have clear rights and responsibilities.

"This is to train and nurture specialized human resources, not only as encouragement but also as a need to focus on building specific and clear policies," the female delegate stated.

Also in the draft law, delegate Huynh Thi Phuc proposed to stipulate that "management of medical training is assigned to the health sector", in which the authority to appraise and approve training programs for the health sector is assigned to the Ministry of Health.

This regulation aims to ensure the depth, specialization and quality of training from the beginning. The Ministry of Education and Training will have a close coordination role, as a member of the council for evaluating and approving medical training programs, to have a standardized and strict medical training system.

One thing that worries the female delegate of Ho Chi Minh City is that the draft law does not have regulations on the recognition of training for level I specialists, level II specialists and resident doctors. In practice, training for level I specialists, level II specialists and resident doctors is a form of post-graduate training with its own characteristics in the field of health care.

Therefore, delegate Huynh Thi Phuc proposed to consider and add to the draft law content related to training of medical human resources, including specialized training.

To avoid legal gaps, the law needs to officially recognize the training of primary care physicians, secondary care physicians, and resident physicians, according to Ms. Phuc.

The delegate emphasized that the residency program is only for doctors who have just graduated from a regular medical program and can only take the exam once right after graduating from university.

This is one of the methods of training good experts, leading experts, and talents in the medical industry with at least 9 years of actual study and practice, including 6 years of university study and 3 years of specialized training.

“That time is the youth of every resident doctor, with many rigorous exams, research, direct participation in medical examination and treatment activities at medical facilities, with an average working time of 60 to 64 hours per week,” the female delegate shared.

Based on the above facts, Ms. Phuc proposed to officially recognize the degrees of Specialist I, Specialist II and Resident Doctor in the university education system.

At the same time, she proposed adding a regulation that "special types of postgraduate training in the health sector, including specialist I, II and residency programs, are recognized as training programs in the education system with output standards equivalent to postgraduate level".
