Prime Minister meets with German, Egyptian and Norwegian counterparts

Prime Minister Pham Minh Chinh met and shared his wish to strengthen cooperation with the Prime Ministers of Germany, Egypt and Norway, before successfully concluding his working trip to Kuwait, Algeria and South Africa.

According to a special correspondent of the Vietnam News Agency, on the morning of November 23 local time, continuing activities at the G20 Summit in the Republic of South Africa, Prime Minister Pham Minh Chinh met with German Chancellor Friedrich Merz, Egyptian Prime Minister Mostafa Madbouly and Norwegian Prime Minister Jonas Gahr Store.

"Germany wishes to strengthen cooperation with Vietnam"

At the meeting with German Chancellor Friedrich Merz, Prime Minister Pham Minh Chinh affirmed that Vietnam always attaches importance to the Strategic Partnership with Germany and appreciates Germany's leading role in the European Union (EU). Vietnam also welcomes and supports Germany's active presence in the Asia -Pacific region, contributing to maintaining peace, stability and common sustainable development goals in the region.

On this occasion, Prime Minister Pham Minh Chinh respectfully sent greetings from General Secretary To Lam and Vietnamese leaders to the German Chancellor and German leaders.

The two leaders emphasized the importance of solidarity, friendship and cooperation in the current world and regional context; stressed the need to continue promoting free trade, circulation of goods and services, removing bottlenecks, facilitating production and business, and serving the interests of the people.

The Prime Minister thanked the German Parliament for ratifying the Vietnam-EU Investment Protection Agreement (EVIPA) on November 13, 2025, after a phone call between the two Prime Ministers (September 2025), and believed that when the EVIPA comes into effect, it will help create a breakthrough in bilateral trade and investment.

The Prime Minister expressed his gratitude and requested the German Government to continue providing ODA support to Vietnam in the fields of energy, environment, vocational training, etc.; promote long-term cooperation frameworks in vocational training with Vietnam according to Germany's dual vocational training model, facilitate the recognition of Vietnamese vocational degrees according to German standards, continue to pay attention and create favorable conditions for the Vietnamese community in Germany to successfully integrate, contribute to the local socio-economic development and serve as an important bridge to promote the friendly relations between the two countries.

German Chancellor Friedrich Merz highly appreciated Vietnam's growing role and position in the region and the world, as well as Vietnam's achievements in all aspects in recent times; affirming that Vietnam is an important partner in Germany's policy towards Asia-Pacific.

The German Chancellor emphasized his wish to strengthen cooperation with Vietnam in areas where both sides have needs, strengths and complement each other, including minerals, high-speed railways, vocational training, defense industry development and cyber security, and suggested that the two countries promote cooperation in vocational training.

Prime Minister Pham Minh Chinh emphasized the two countries' cooperation in ensuring security, fighting all types of crimes, including crimes related to national security, and ensuring social stability.

The meeting between the two Prime Ministers is an important milestone, continuing to affirm the determination of Vietnam and Germany in bringing bilateral relations to a new height, especially in the context of the two countries celebrating the 50th anniversary of establishing diplomatic relations.

Determined to increase Vietnam-Egypt trade turnover to 1 billion USD

At the meeting with Egyptian Prime Minister Mostafa Madbouly, the two sides expressed their delight at the upgrade of the two countries' relationship to Comprehensive Partnership during President Luong Cuong's State visit to Egypt in August 2025, and agreed to soon complete the Action Program to implement the Vietnam-Egypt Comprehensive Partnership framework.

Determined to increase bilateral trade turnover to 1 billion USD, Prime Minister Pham Minh Chinh suggested that the two sides soon organize a Joint Working Group on the feasibility study of the Vietnam-Egypt FTA, establish a Vietnam-Egypt Business Council, promote negotiations, and soon sign a Double Taxation Avoidance Agreement; strengthen investment cooperation, and create conditions for Vietnamese enterprises to participate in projects on developing new administrative and urban areas in Egypt, and conduct business operations in Egypt.

The Prime Minister suggested that the two sides promote agricultural cooperation and agricultural exports for on-site production and export; promptly complete procedures to open the door for Egyptian products such as potatoes, dates, and pomegranates to enter Vietnam; while bringing Vietnamese rice, lychees, and dragon fruit to Egypt.

The Egyptian Prime Minister expressed his admiration for Vietnam's achievements in socio-economic development and trade turnover growth; expressed his high agreement with Prime Minister Pham Minh Chinh's cooperation proposals and suggested that the two sides coordinate and soon have an action plan to promote trade cooperation to achieve specific progress, commensurate with the potential and relations between the two countries.

The Egyptian Prime Minister welcomed and suggested that Vietnamese enterprises expand market research and investment in Egypt, especially in the fields of telecommunications, infrastructure, and artificial intelligence (AI), hoping to connect with the potential Association of Southeast Asian Nations (ASEAN) market through cooperation with a dynamic economy like Vietnam.

Prime Minister Mostafa Madbouly suggested that the two sides coordinate to effectively implement the Letter of Intent on promoting defense cooperation that was recently signed during President Luong Cuong's visit to Egypt. In the immediate future, Egypt invited Vietnam to send a delegation to the International Defense Exhibition in Cairo in December 2026.

Vietnam hopes to soon sign a Letter of Intent on establishing a Green Strategic Partnership with Norway

Meeting with Norwegian Prime Minister Jonas Gahr Store, Prime Minister Pham Minh Chinh highly appreciated the progress in bilateral relations between the two countries in recent times and hoped that the two sides would soon sign a Letter of Intent on establishing a Green Strategic Partnership to strengthen cooperation in green transformation, circular economy, and climate change adaptation; and asked the Norwegian Government to continue to encourage Norwegian enterprises and investment funds to invest and expand investment in Vietnam, especially in the fields of marine economy, green transformation, renewable energy, and circular economy.

The two leaders agreed to increase the exchange of high-level delegations, aiming to upgrade relations to a higher level in the coming time; and promote the early conclusion of negotiations and signing of the Free Trade Agreement between the European Free Trade Association (EFTA) and Vietnam.

Expressing his agreement with Prime Minister Pham Minh Chinh's proposals, Norwegian Prime Minister Jonas Gahr Store suggested that the two countries expand and deepen cooperation in various fields, especially offshore wind power, renewable energy, circular economy, seafood, waste treatment, etc., and agreed to continue to coordinate with each other at regional and international forums for peace, stability and common interests of the region and the world.

These are the final activities of Prime Minister Pham Minh Chinh during his participation in the G20 Summit and bilateral activities in South Africa; and also the final activities during his working trip to the three countries of Kuwait, Algeria, and South Africa.

In the evening of the same day, local time, Prime Minister Pham Minh Chinh and his wife, along with the high-ranking Vietnamese delegation, left South Africa to return home, successfully concluding the working trip./.
