Speaking at the opening of the Conference, Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh said: The Committee for Culture and Social Affairs was established on the basis of merging the Committee for Culture, Education and the Committee for Social Affairs according to Resolution No. 178 of the National Assembly, which is one of the important organizational innovations of the National Assembly, in line with the changes in the organizational structure of the entire political system.
Under the close leadership and direction of the Politburo, the Secretariat, the National Assembly Standing Committee, especially the Chairman of the National Assembly, the Vice Chairman of the National Assembly in charge and the leaders of the National Assembly; with a high sense of responsibility, solidarity, creativity, determination in leadership, direction and organization of implementation, the Committee has made efforts to deploy and successfully complete the set goals and tasks, with many outstanding and comprehensive results.
In the work of law-making, the Committee has directed the review and study of the Party's policies, proposed amendments and supplements to the orientation of the law-making program of the 15th National Assembly, focusing on perfecting institutions and policies in the fields under the Committee's responsibility. During its term, the Committee has chaired the examination of 20 draft laws, 6 resolutions of the National Assembly, 1 ordinance and 6 resolutions of the National Assembly Standing Committee; chaired the examination of the integration of gender equality issues in 44 draft laws; coordinated the examination of more than 260 reports as assigned.
The work of reviewing and drafting laws continues to be carried out systematically, scientifically, and in accordance with regulations, focusing on assessing policy impacts, consulting multi-dimensional opinions, and conducting practical surveys. Thereby, improving the quality, depth, and criticality of law-making, ensuring progress and requirements. In particular, many new contents, institutionalized for the first time, have been reviewed by the Committee, such as: regulations on film dissemination on cyberspace (Cinema Law); preservation of documentary heritage in the electronic environment (Cultural Heritage Law); comprehensive policies for teachers (Teachers Law).
The Committee's supervision work continues to be focused on, focusing on innovating supervision methods, improving quality, aiming for efficiency and practicality. During its term, the Committee chaired and advised on 1 thematic supervision activity of the National Assembly; coordinated and advised on 2 thematic supervision activities of the National Assembly, chaired and advised on 2 thematic supervisions of the National Assembly Standing Committee; organized 4 general supervision delegations and 20 thematic supervisions of the Committee; organized 6 explanation sessions for the Government and central ministries and branches.
The Committee's foreign affairs and international cooperation activities are organized in a diverse, practical and effective manner, ensuring compliance with the Party's foreign policy and legal regulations, making positive contributions to the National Assembly's foreign affairs activities. The Committee has performed well its role as the standing body of the Vietnam Women's National Assembly Delegates Group, actively participating in gratitude and social security work. In particular, the Standing Committee of the Committee pays great attention to digital transformation; scientific research; organizational arrangement; training and fostering of staff to comprehensively improve the quality and efficiency of the Committee's operations.
Continue to innovate working methods, promote comprehensive digital transformation
Emphasizing the tasks in the coming period, Chairman of the Committee for Culture and Social Affairs Nguyen Dac Vinh said: The Committee will thoroughly grasp and promptly institutionalize the policies and resolutions of the Party and the National Assembly, especially the policies and resolutions on the fields under the Committee's responsibility; continue to innovate and improve the quality of legislation, supervision and social criticism, ensuring that policies and laws are synchronous, unified, feasible, and meet practical requirements.
At the same time, continue to improve the organizational structure, staff and civil servants in the direction of streamlining, specialization and efficiency; promote institutional reform, innovate working methods and promote comprehensive digital transformation, contributing to building a modern and professional National Assembly, moving towards the model of e-National Assembly and digital National Assembly.
In addition, strengthen democracy, publicity, transparency and close connection with voters; proactively receive, reflect and monitor the settlement of people's legitimate petitions and aspirations. Along with that, expand international cooperation, acquire modern legislative and supervisory experience and strengthen the Committee's representative role in regional and global parliamentary forums...
Also at the Conference, delegates highly appreciated the efforts, sense of responsibility and important results that the Committee has achieved in the past term. At the same time, they contributed profound opinions to make the Committee's activities more and more effective. Including the work of law making; coordination between the Committee and agencies of the National Assembly and the Government.
Affirming to be a collective of "Solidarity - Responsibility - Proactiveness - Sensitivity - Innovation"
Speaking at the Conference, Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized: as an agency of the National Assembly in charge of many diverse, complex, sensitive fields directly related to people's lives, with a huge workload, the Committee for Culture and Social Affairs has affirmed its prestige and position as a collective of "Solidarity - Responsibility - Proactiveness - Sensitivity - Innovation". This is the key factor, the secret to creating the combined strength for the Committee and the Standing Committee to overcome many challenges and pressures, excellently complete all tasks, and achieve many important results.
In the process of performing its functions and tasks, the Committee for Culture and Society has always shown a proactive attitude in researching, discovering, closely following real life, and respectfully listening to multi-dimensional opinions. Since then, the Committee has been very sensitive in proposing and implementing many practical activities, deeply impacting state management and social governance.
For example: explanation sessions on teaching in the context of the Covid-19 pandemic; on preschool teachers, general education teachers; on e-cigarettes, heated tobacco products; on preventing and combating counterfeit drugs and fake foods...
“Those actions not only show enthusiasm and responsibility, but also affirm mettle, intelligence, acumen, and flexibility in policy response, bringing new vitality to the activities of the National Assembly,” the Vice Chairman of the National Assembly affirmed.
The Vice Chairman of the National Assembly also agreed with the assessment of a number of shortcomings and limitations stated in the Committee's Term Summary Report.
The orientations on the focus of work in 11 areas of responsibility show that the tasks of the Committee in the 16th Term are very heavy and stressful. The Vice Chairman of the National Assembly hopes that the Committee, especially the Party Committee, the Standing Committee and the head always attach importance to building a truly united and sincere collective; upholding the sense of responsibility and exemplary role of each member, especially leaders and managers, in contributing to the common work; ensuring the principles of democratic centralism, publicity and transparency in leadership and administration, creating the highest consensus in the decisions of the leadership collective.
The Vice Chairman of the National Assembly emphasized that the Party's new policies, especially the guidelines of the 14th National Congress Document on strongly and comprehensively developing Vietnamese culture and people; building a modern national education system on par with the region and the world; managing and developing a sustainable society, ensuring social progress and equity, and caring for people's lives, pose many new requirements for institutionalization and supervision of law enforcement and decision-making on important issues.
Therefore, it requires each member of the Committee to invest in in-depth research, grasp the leadership of the Central Committee and the National Assembly Party Committee; closely follow the programs and plans of the National Assembly and the National Assembly Standing Committee; proactively promote the responsibility and intelligence of a People's representative to promptly reflect, make recommendations, and participate with the highest responsibility in the Committee's opinions and the National Assembly's decisions.
To improve the quality of work, the Vice Chairman of the National Assembly suggested that the Committee must closely follow reality, focus on people, beneficiaries, and businesses, and listen to multi-dimensional opinions. Focus on summarizing practices, researching theories, promoting technology application, and promoting digital transformation to improve the quality and efficiency of operations.
The Vice Chairman of the National Assembly believes that, with an increasingly solid foundation, a sense of responsibility, intelligence and solidarity, the Committee will continue to achieve many new achievements in the coming term, making worthy contributions to the activities of the National Assembly, meeting the trust and expectations of the people.
Also at the Conference, with the tradition of "Love others as you love yourself" and "Mutual love" of the Vietnamese people, delegates supported flood victims in the central and Central Highlands regions, with an amount of over 126,000,000 VND.
