State budget revenue "reaches the finish line" early: Need to continue diversifying revenue sources

According to data from the Ministry of Finance , the total state budget revenue for the first 10 months of 2025 is estimated at VND2,145 trillion, equivalent to 109.1% of the estimate and up 28.5% over the same period last year. Notably, land revenue increased sharply, reaching VND451.4 trillion, 1.5 times higher than the estimate and more than double the same period last year.

Speaking with reporters of Hanoi Moi Newspaper, Dr. Tran Huy Tung, Head of the Department of Investment Economics (Faculty of Economics, Banking Academy) assessed that this is a positive result, coming from a number of main causes.

However, the revenue results also show some challenges that need to be noted. Revenue from land accounts for a large proportion. Although this is a positive signal, if we rely too much on revenue from real estate, the sustainability of the budget may be affected.

Many experts believe that with the nominal Gross Domestic Product (GDP) needing to increase by about 11-12%, Vietnam must rely on new driving forces from the private sector, science and technology and the digital economy to expand its real revenue sources.

Transparent assessment

Last week, the Standing Committee of the Hanoi Party Committee issued Regulation No. 03-QD/TU (dated November 19, 2025) on reviewing and evaluating the quality of Party organizations, Party members, and collectives and individuals of leaders and managers in the political system of the Hanoi Party Committee.

The content of Regulation No. 03-QD/TU that received special attention is the evaluation principle: "Evaluation is carried out regularly and continuously on the basis of plans, work programs, assigned tasks and used as the basis for quarterly, annual, and term evaluation and classification to ensure publicity, transparency, and objectivity."

Many officials and party members believe that this is a fundamental principle in evaluating party organizations and party members, especially in the context of operating a two-level local government model.

The emergence of artificial intelligence (AI) applications has made many people believe that they have a trustworthy "virtual doctor" in their hands and only need a few lines describing their symptoms to get the answer.

A 38-year-old man in Hanoi stopped taking erectile dysfunction medication after using ChatGPT and was warned of side effects on the cornea. Without checking or consulting a doctor, the man stopped taking the medication and unintentionally made his condition worse.

Doctor Nguyen Duy Thinh (Thanh Nhan Hospital) affirmed that using ChatGPT to self-diagnose is very dangerous, because it can easily create a subjective feeling or make users overly confused.

Master - Doctor Ta Viet Cuong, Deputy Director of Facility 2 (Hanoi Obstetrics and Gynecology Hospital) said that ChatGPT is only at the level of application for reference purposes and cannot replace doctors. Only experts know how to evaluate whether the information provided by AI is correct or not.

Need to fix the problem of sidewalk subsidence and degradation

After the recent prolonged storms, sidewalks on many streets in Hanoi have appeared to be in a state of severe subsidence and peeling. In many places, the pavement surface has peeled off the paving stones, sunk deeply, and water has stagnated for a long time, causing danger to pedestrians and spoiling the urban beauty, requiring urgent repair.

A typical example of degradation is the sidewalk on Pham Hung Street (in Cau Giay, Yen Hoa and Tu Liem wards). Here, many sections of the sidewalk are sunken 5-15cm deep, creating large water holes after rain.

Many other streets such as Cau Giay, Nguyen Phong Sac, Tran Dang Ninh, Nguyen Khang (Cau Giay ward), Nguyen Khanh Toan street (Nghia Do ward) are also in the same situation.

Speaking to a reporter from Hanoi Moi Newspaper, Head of the Economic, Infrastructure and Urban Department of Cau Giay Ward, Vu Trung Kien, said that in the immediate future, to ensure people's movement, Cau Giay Ward will temporarily handle dangerous locations, compensate for subsidence and replace broken bricks.
