
Delegate Tran Kim Yen (Ho Chi Minh City Delegation) expressed agreement with the Ministry of Culture, Sports and Tourism summarizing the planning for press development and management, and plans to propose to competent authorities to continue implementing some viewpoints of the planning; at the same time, adding new viewpoints, including the content that Hanoi and Ho Chi Minh City are allowed to establish key multimedia media agencies.
"I propose to legalize this content to have a legal basis for serious implementation and enforcement," said delegate Tran Kim Yen.
The delegate affirmed that the press currently has a tendency to operate in a multi-form, multi-platform, multi-service manner. These development trends have been carefully evaluated. The draft Law also has provisions on the State's policies to develop the press in cyberspace in parallel with strict management of content.
“I propose that the press, radio and television agencies and the press agencies of the provincial and municipal Party Committees have many types of press, press products, and affiliated press agencies. Some provincial and municipal Party Committees can establish press agencies following the model of a key multimedia media agency,” the delegate said.
The Ho Chi Minh City Delegation said that the above addition will continue to perfect the legal corridor; create conditions for press agencies, especially those in special urban areas, to develop and best serve social needs; spread strong messages, bring the Party and State's policies and guidelines to the public quickly and honestly, contributing to fighting against false and negative information, creating social consensus.

Giving the example of the recent floods in the Central and Central Highlands, local press agencies were present at the "flood center" to report timely and accurate news, delegate Phan Thi Thanh Phuong (Ho Chi Minh City Delegation) said that the Press Law (amended) must create a complete legal corridor to build key local multimedia press and media agencies to meet the new requirements of information work in peacetime and even in times of emergency and difficulty.
“Hanoi and Ho Chi Minh City are not only two major political , economic and cultural centers, but also two national media centers. Here, there is a team of experienced reporters, modern technology and content production skills, and a system of converging editorial offices developing on a multi-platform model. Major newspapers in these two cities have a nationwide readership, even across borders; there are many social programs, social investigations, and policy criticism that create a spillover effect, positively contributing to national governance and social development,” said the delegate.
In that context, delegate Phan Thi Thanh Phuong said that a key multimedia press and media agency in Hanoi and Ho Chi Minh City will increase the amount of official information based on modern technology, authentic analysis and quick response to false information sources; at the same time, take on the role of major media coordinator, supporting the government in times of emergency, natural disasters, epidemics, ensuring the flow of information to the people.
From the above analysis, delegate Phan Thi Thanh Phuong suggested that the drafting agency add the concept and mechanism of local multimedia press agencies to the Press Law (amended) this time. At the same time, there should be a provision that provides a framework to build a specific model, establish legal basis for the local multimedia press and media model so that localities have enough conditions to implement it, avoiding the situation of each person doing their own thing.
Delegate Phan Thi Thanh Phuong also suggested that there should be a flexible operating mechanism, suitable for the converged newsroom model, allowing the application of technology, cooperation in content production and the implementation of specific tasks in emergency situations. At the same time, it is necessary to ensure resources, especially digital technology, data equipment and high-quality human resources; clearly defining the role of information coordination between local, central and government press agencies in major events.

Agreeing with the above opinion, regarding the explanation of the Ministry of Culture, Sports and Tourism on the proposed proposal to competent authorities to allow Hanoi and Ho Chi Minh City to establish a key multimedia media agency, delegate Nguyen Thi Hong Hanh (Ho Chi Minh City Delegation) said that the drafting agency needs to adjust the regulations more appropriately to implement the strategy for developing and managing the press system in accordance with the provisions of the Law.
