On the afternoon of November 24, the People's Committee of Ho Chi Minh City issued a Decision authorizing the Chairman of the People's Committee of Ho Chi Minh City to perform a number of tasks and powers according to Resolution 188/2025/QH15 of the National Assembly . This is a resolution to pilot many specific mechanisms and policies to develop the urban railway network system in Ho Chi Minh City.
The authorization decision applies to projects in the list attached to Resolution 188/2025/QH15, with 9 key task groups.
Specifically, organize the establishment, appraisal, decision on investment and adjustment of urban railway projects, including projects under the TOD model, following the same procedures as local group A projects; Decide to divide the project into component projects or sub-projects without having to apply the regulations on project division according to construction law; Extend the project implementation period when it does not increase the total investment without having to carry out project adjustment procedures;
Decide that urban railway projects (stations, bridges, intersections, etc.) do not require architectural design competitions; Apply designated bidding for consulting, construction, EPC, turnkey packages and investor selection, according to the law on bidding; Separate compensation, support, and resettlement work into independent projects; Investment preparation and decision-making are carried out according to the law on public investment;
Select and apply technical standards and regulations for urban railway lines after receiving consensus from the Ministry of Construction ; Organize appraisal and approval of environmental impact assessment reports, issue environmental licenses or environmental registration depending on the project subject before trial operation; Decide or propose relevant provinces to decide on issues of land recovery, compensation, arrangement of construction solid waste dumping sites, as well as the organization of the use of topsoil of rice fields for the project.
This authorization is expected to help speed up progress, remove procedural obstacles, and facilitate the acceleration of urban railway deployment - one of the strategic infrastructures of Ho Chi Minh City.
