Urgently complete the pre-feasibility study report of the urban railway project in Da Nang city

On November 20, Party Central Committee member and City Party Secretary Le Ngoc Quang chaired a meeting to hear a report on the implementation of the Da Nang City Urban Railway.

Also attending were: Standing Deputy Secretary of the City Party Committee Nguyen Dinh Vinh; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Duc Dung; Chief of the City Party Committee Office Tran Thang Loi, Vice Chairman of the City People's Committee Le Quang Nam and leaders of departments, branches and sectors.

According to the report of the City People's Committee, according to the old Da Nang City Planning for the period 2021 - 2030, with a vision to 2050 and the old Quang Nam Province Planning for the period 2021 - 2030, with a vision to 2050, Da Nang City is currently planning to have 3 MRT lines, 12 LRT lines and 3 LRT lines for tourism, with a total length of the urban railway system of 282.9km.

Accordingly, the urban railway lines connecting the southern area of ​​the city include: LRT 3 tourist route (Da Nang - Hoi An (coastal).

Priority urban railway routes for investment research include: Route connecting Da Nang International Airport - Hoi An - Tam Ky - Chu Lai; route connecting from the high-speed railway station to the Central urban railway station (LRT route 10 according to planning).

Up to now, there have been two large enterprises with experience in infrastructure and industrial development interested in proposing to invest in the urban railway line from the center of Da Nang city to Hoi An according to the TOD model using the public-private partnership (PPP) method.

Relevant agencies and units implementing the Da Nang Urban Railway Project organized a workshop on "Building the Da Nang Urban Railway System - Vision, Challenges and Sustainable Solutions", to seek opinions from experts, scientists, and management agencies to advise and consult on sustainable urban railway development for the city.

Speaking at the meeting, Secretary of the City Party Committee Le Ngoc Quang emphasized that the City Urban Railway Project is on the list of key driving forces for the 2025 - 2030 period according to Action Program No. 09-CTr/TU dated October 14, 2025 of the City Party Committee on implementing the Resolution of the 1st Congress of the City Party Committee for the 2025 - 2030 term; and is of special interest to the City Party Committee and the Standing Committee of the City Party Committee.

The construction of urban railway lines in the city is of great significance, contributing to socio-economic development, improving traffic infrastructure, and enhancing people's quality of life.

According to the City Party Secretary, this is a large-scale, complex, and unique project; especially in terms of capital mobilization and technology implementation; special mechanisms and policies are needed for implementation.

Along with that, the investment cost of this project is very large, the technology is complex, and requires mobilization from socialized capital sources, especially from businesses with experience in this field.

Therefore, the City Party Secretary requested the Standing Committee of the City People's Committee to focus on drastically implementing key solutions.

In particular, the implementation of the project under the public-private partnership (PPP) method is under the authority of the Standing Committee of the City Party Committee according to the Working Regulations. It is requested that the Standing Committee of the City People's Committee Party Committee direct relevant departments and branches to complete the plan and report to the Standing Committee of the City Party Committee.

At the same time, urgently coordinate to complete the pre-feasibility study report of the city's urban railway project; make an implementation plan, assign responsibilities to agencies and units with completion timelines to carry out the proposed work.

Complete and coordinate with ministries and branches to report to the National Assembly for approval on piloting specific policies and mechanisms for urban railway projects in Da Nang city, similar to Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Ho Chi Minh City and Hanoi City...
