
According to Tran Quang Lam, Director of the Ho Chi Minh City Department of Construction, in the planning approved by the Prime Minister , the national railway network in the Ho Chi Minh City hub area includes seven lines with a total length of 547 km; while the city's own urban railway system has 27 lines with a total length of 1,024 km. The city aims to complete about 232 km of urban railway by 2030 with a total preliminary investment of more than 19.6 billion USD.
According to the Director of the City Department of Construction, in the period of 2025 - 2030, Ho Chi Minh City will focus on implementing six important Metro lines including Metro No. 2 (Ben Thanh - Tham Luong), Metro No. 2 (Ben Thanh - Thu Thiem), Thu Thiem - Long Thanh, Binh Duong New City - Suoi Tien, Thu Dau Mot - Ho Chi Minh City and phase one of Metro No. 6 (Tan Son Nhat - Phu Huu). The Ben Thanh - Can Gio line is also included in the plan to connect the city center with the coastal area.
Central and city budget funds currently only meet about 66% of investment needs. The city is developing a project to mobilize more social resources, including exploiting land funds according to the TOD model (urban development associated with public transport) and public-private partnership methods.

To ensure the progress of the Metro lines, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc requested relevant agencies to review and update the urban railway network planning into the city's master plan for the period 2021 - 2030, with a vision to 2050. At the same time, he requested to complete the urban development planning according to the TOD model around stations and depots to effectively exploit resources for infrastructure investment.
According to Ho Chi Minh City Party Secretary Tran Luu Quang, the key task of the next phase is to complete the city's six Metro lines and two national railway lines assigned by the Central Government. The three key lines, including Metro No. 2 (Ben Thanh - Tham Luong), Metro No. 2 (Ben Thanh - Thu Thiem) and Thu Thiem - Long Thanh, must be completed before 2030. The Party Secretary requested a detailed schedule and clear assignment of responsibilities to avoid overlap or delay.
The Ben Thanh – Can Gio route is expected to start construction on December 19, 2025. The city requires units to implement procedures in parallel to ensure progress and build two Gantt charts to monitor progress until June 2026 and until 2030.

The City Party Secretary said the city prioritizes resettlement arrangements for residents according to each project. In cases where resettlement areas are not yet completed, the city will support housing rental while waiting for the handover of new housing. A part of the pre-built housing fund is also prepared to handle special situations, ensuring that residents soon stabilize their housing and livelihoods. The entire resettlement process will be digitized to ensure transparency and convenience for residents.
Regarding Metro Line 2 (Ben Thanh - Tham Luong), the Director of the City Department of Construction said that the project is expected to start construction in January 2026. This is the first Metro line to apply a special mechanism according to Resolution 188/2025/QH15. The City is coordinating with ministries and branches to unify the set of technical standards applicable to the project. The City Party Secretary noted that the set of technology standards must ensure universality, not giving any advantage to any contractor or technology, in order to maintain transparency and competition in investment.
