On the afternoon of November 17th, Mr. Bui Van Luong, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, chaired a working session with departments, agencies, and units to review the progress of the Project for the connecting road from Bac Son road to the Thai Nguyen Provincial Sports Complex; and the Project for Investment, Construction, and Business of Infrastructure in Phu Binh Industrial Park.

The road connecting Bac Son Road to the Thai Nguyen Provincial Sports Complex is 2.71 km long. The starting point connects to the section from Km0+00 (intersection with Bac Son Road) to Km0+139.18 in the residential area of ​​the extended Bac Son Road; the end point connects to the Thai Nguyen Stadium road.

The project, according to the plan, includes a roadbed width of 36m, a road surface width of 21m, sidewalks of 12m, and a 3m median strip, along with the simultaneous investment in bridges, drainage, and technical infrastructure. The project is being constructed by General Corporation 319 - Ministry of National Defense , commenced on December 30, 2024, and was expected to be completed on September 26, 2025; however, the contractor has requested an extension to December 31, 2025.

The main reasons for the delay are unfavorable weather conditions and land acquisition issues. Specifically: The total area requiring land clearance is 11.9 hectares; as of September 10, 2025, 11.63 hectares have been handed over, reaching 97.7%, and all 18/18 graves have been relocated. Currently, some households still disagree with the draft compensation plan.

Speaking at the meeting, Comrade Bui Van Luong acknowledged the efforts of the units but emphasized that progress was still slow, with land clearance being the decisive step and the biggest bottleneck. The Vice Chairman of the Provincial People's Committee requested Dai Phuc commune and the Land Fund Development Center Region I to expedite the completion of the remaining area and any newly arising issues before November 19th, ensuring full compliance with procedures, while also strengthening communication and dialogue to create consensus among the people.

For cases of deliberate non-compliance, the Vice Chairman of the Provincial People's Committee requested that enforcement measures be implemented and the land handed over to the contractor before November 21st. Electricity, water, and infrastructure providers must coordinate closely with the investor to carry out relocation and adjustments, avoiding the emergence of new problems.

The Vice Chairman of the Provincial People's Committee instructed the Project Management Board for Investment in Construction of Transportation and Agricultural Works to urge the contractor to take advantage of favorable weather conditions, mobilize maximum machinery and personnel, and work overtime to accelerate construction; complete the entire route before November 25th, striving to open the route before November 30th, meeting the political requirements of the locality.

For the Phu Binh Industrial Park Infrastructure Construction and Business Investment Project, the investor is Kinh Bac Urban Development Corporation - JSC. The total planned area of ​​the project is 675 hectares (Phase 1 covers 190 hectares in three communes: Phu Binh, Kha Son, and Tan Thanh). Approximately 1,250 households are affected in Phase 1, of which 600 households require relocation. Currently, the total area completed is 31.94 hectares; 355 households are affected, including 24 households that need to relocate.

The three communes of Phu Binh, Kha Son, and Tan Thanh have organized the declaration and counting process; implemented compensation payments and advance payments; and are currently publicizing the second phase of compensation and resettlement support plans, while continuing to finalize dossiers for the remaining households.

Based on the opinions expressed at the meeting, the Vice Chairman of the Provincial People's Committee requested the Provincial Land Development Center to coordinate with relevant departments, agencies, and localities to complete the dossiers and procedures for paying compensation to the people; at the same time, localities must disseminate information, resolve difficulties, and ensure full compliance with regulations on resettlement.

The Vice Chairman of the Provincial People's Committee requested the investor to urgently complete the procedures so that localities can issue the relevant land allocation documents, serving as the basis for construction implementation. To ensure the commencement of construction on the planned area, the investor must complete the dossiers and submit them to the Department of Agriculture and Environment for the land plots within the project area, and simultaneously send the Department of Construction the temporary connection plan for construction commencement and accompanying technical procedures.

In addition, the investor will coordinate with relevant departments and agencies to determine the necessary infrastructure, electricity, and water conditions for construction. The specialized departments and agencies are responsible for monitoring and reviewing the project documents, assessing environmental impacts, and coordinating efforts to resolve difficulties and create favorable conditions for the project to proceed on schedule.
