Implementing the pilot plan to build a model ward in terms of urban order and civilization, the functional forces of Hoan Kiem, Cua Nam and Ba Dinh wards simultaneously handled violations of construction order and sidewalk encroachment. Bustling business streets such as Hang Ma, Hang Luoc, Hang Cot, Phung Hung, etc. were inspected and resolutely rectified.
According to VTC News reporters on November 24, authorities were continuously present on Hang Ma Street, instructing businesses to remove roofs, clean up sidewalks, and pilot the implementation of Plan 06 on building model wards of the city.
Many canopies and iron frames that have existed for many years on the streets of Hoan Kiem ward are being dismantled by local residents in coordination with authorities.
Hoan Kiem Ward has removed 125 illegal canopies and billboards that obscured sidewalks, and arranged 15 garbage collection points into “green check-in” corners for residents and tourists. During the first peak days, the authorities inspected nearly 800 business households, warned and punished more than 120 cases of traffic and urban order violations.
Some small businesses had to temporarily close to remove roofs and rearrange goods.
Businesses on Hang Ma Street bring their goods deeper inside, clean up the sidewalks, and contribute to creating a more airy and orderly space.
The functional forces of Hoan Kiem ward also stepped up propaganda and mobilized business households to sign a commitment to implement urban civilization.
Mr. Hoan Van Doan, a trader who has been doing business on Hang Ma Street for more than 10 years, said that traders are very supportive of the city's policies and guidelines to create clear roads, airy sidewalks and a civilized neighborhood. However, he also proposed: "Hang Ma Street should have a special mechanism, becoming a walking street or a street specializing in selling traditional goods... If all business activities are moved indoors, the street will lose its vitality. I hope the government will consider this to maintain order, harmonize with people's lives and preserve the beauty of the capital."
Mr. Doan also said that removing the roofs caused many difficulties for the stores, when the sun shines directly into the house, and when it rains, they have to use tarpaulins to protect the goods or even have to close the store.
Ms. Nguyen Thi Linh, who has been selling on Hang Ma Street for nearly 20 years, said that the street has never had to be cleaned up as extensively as it is now, which surprised the vendors but still seriously complied. Ms. Linh also shared that due to the small area of the store, if the goods are not displayed on the sidewalk, the space inside becomes cramped and less attractive, leading to a decrease in the number of customers and revenue. She hopes that the government will consider supporting priority sidewalk rental or come up with special policies to help the street maintain its appeal to customers.
Ms. Kim Chi said that removing the canopy in the middle of the business season caused goods to be displayed haphazardly, causing difficulties and affecting the property of small traders. She emphasized that people fully complied but hoped that the authorities would have a specific plan for the implementation to be effective.
Mr. Vo Quang Duc (Ba Dinh ward) shared: "I support making the streets more open, making shopping more convenient. Although it has lost some of its previous atmosphere, the shops are still beautifully displayed."
On Ly Thuong Kiet Street, Cua Nam Ward Police also mobilized to promote and propagate business owners to comply with regulations on sidewalk and road order.
After being reminded and propagated by the authorities about maintaining order on the sidewalks, businesses have strictly complied, returning the sidewalks to their original open space, making it more convenient for people to move around and making the streetscape neat and clean.
The pilot project to build a model ward for urban order and civilization is implemented in 3 specific phases: Phase 1 focuses on basic investigation, propaganda, and order arrangement from November 15, 2025 to November 30, 2025. Phase 2 conducts general inspection, handling, and clearance of violations from November 30, 2025 to December 31, 2025. Phase 3 maintains inspection, prevention, and re-offense prevention from January 1, 2026 to February 15, 2026. Previously, Hanoi had carried out many campaigns to "reclaim" the sidewalks, but most of them fell into a state of "kidnapping and abandoning the plate", with limited effectiveness. This time, with a more methodical plan, it is expected to bring positive results, contributing to building more airy, civilized and convenient streets for people.
