Hanoi: Prioritizing science and technology development and digital transformation

On the morning of November 24, Vice Chairman of the Hanoi People's Committee Truong Viet Dung chaired a meeting on resolving difficulties in disbursing public investment capital and regular expenditures in the fields of science, technology and digital transformation in 2025; reporting on the proposed list of projects and tasks in 2026 to ensure the target of allocating 4% of the local budget to science, technology, innovation and digital transformation.

Identify bottlenecks and strive for 100% disbursement

At the meeting, representatives of the Department of Finance presented a detailed report on disbursement progress and difficulties and obstacles in organizing the implementation of tasks in the fields of science , technology, innovation and digital transformation.

According to updated data, the total budget for the field of science, technology - digital transformation in 2025 is 914,897 million VND, accounting for 1.4% of the city's budget expenditure. After adjustment, the remaining budget is 618,093 million VND, estimated to reach 536,179 million VND by the end of the year, equivalent to 86.7% of the budget, the highest level in recent years. However, according to the Department of Finance's assessment, the disbursement progress still faces many major bottlenecks, both in terms of mechanism and actual implementation, including problems due to organizational arrangement.

In 2025, the city will restructure its units, causing many IT application tasks registered at the beginning of the year to no longer be suitable. Some tasks will have to be stopped, canceled, adjusted or wait for new instructions. In parallel, there will be impacts from new legal regulations. The Government's issuance of Decree No. 214/2025/ND-CP on contractor selection will force many units to review the entire process, significantly slowing down the contractor selection procedures.

The IT equipment of many units is too outdated. In the period 2021-2025, most units will not be able to invest in replacing equipment according to the 5-year depreciation cycle to prioritize saving regular expenses. Therefore, many agencies do not have enough high-configuration computers to serve the digital transformation task, directly affecting the progress of implementing new software and digital platforms.

Regarding public investment expenditure, in the 2021-2025 period, the city allocated 143 billion VND for the science and technology sector. In 2025 alone, the city budget allocated 33,389 billion VND for 4 projects, but as of November 22, only 11,168 billion VND had been disbursed, reaching 33%. The central budget allocated 51.6 billion VND for one project but it has not been disbursed yet.

Projects in Hoa Lac High-Tech Park continue to face major difficulties in site clearance. In Hoa Lac and Phu Cat communes, many households have not yet agreed on compensation plans due to policy changes and a lack of resettlement funds. This is the direct cause of the failure to implement important bidding packages.

In addition, although the Prime Minister has adjusted 563 billion VND of central budget capital to Hanoi to implement projects in Hoa Lac Hi-Tech Park, the Ministry of Finance has not yet entered capital into the Tabmis system, leading to the City People's Committee not being able to allocate detailed estimates. This has caused the progress of public investment capital disbursement to be delayed compared to the plan.

At the meeting, representatives of departments, branches and localities also pointed out the reasons for the slow disbursement. The Department of Science and Technology reported many more problems in the process of synthesizing tasks according to Notice 12-TB/BCĐ and Document 6093/UBND-ĐMPT, especially the situation where some units are slow to send reports, have not proactively carried out assigned tasks, and even tasks have been assigned for many months but have not been implemented or have been implemented but have no verifiable documents.

Concluding this content, Vice Chairman of the City People's Committee Truong Viet Dung requested units to "achieve the disbursement target of 100%, not to let the situation of capital repayment happen", and at the same time emphasized that heads of units must take direct responsibility if the task is not completed on schedule. December is the final time to review, adjust, and supplement tasks, absolutely not to let inappropriate tasks remain or let capital be disbursed slowly.

Sticking to the three pillars of science and technology; innovation, digital transformation

Also on the morning of November 24, the meeting focused on proposing projects and tasks on science and technology, innovation and digital transformation in 2026, aiming to ensure the target of allocating 4% of local budget expenditure as required by the City Party Committee and Resolution 57-NQ/TW.

According to the report of the Department of Finance, the total local budget expenditure in 2026 is 227,211 billion VND; of which 4%, equivalent to 9,088 billion VND, is for science, technology, innovation and digital transformation. The city plans to allocate 4,089 billion VND, reaching exactly 4% of the total local budget expenditure.

In particular, the city plans to allocate 600 billion VND to contribute capital to the Venture Capital Fund - an important tool to promote innovation and support businesses in developing new technologies in the spirit of Resolution 57-NQ/TW.

Vice Chairman of the City People's Committee Truong Viet Dung requested units to submit a complete list of tasks for 2026, closely following three pillars: Science - technology; innovation; digital transformation; expanding the concept of innovation, not limited to traditional research but including new operating models, new applications, and new management methods.

One of the key tasks emphasized by Vice Chairman of Hanoi People's Committee Truong Viet Dung is to perfect the mechanism for leasing equipment to operate digital government, reduce investment pressure on units and ensure that equipment is always updated with new technology. Some specific equipment will be considered for purchase according to actual needs.

In addition, Vice Chairman of the City People's Committee Truong Viet Dung requested units to immediately apply the provincial digital transformation index issued by the city, and at the same time accept the new national digital transformation index announced by the Government. This will be an important basis for assessing the level of task completion in 2026.
