Urgently overcome the consequences of floods and restore traffic infrastructure in the South Central region

Minister of Construction Tran Hong Minh has just signed Official Dispatch No. 97/CD-BXD on focusing on overcoming consequences caused by floods and restoring traffic infrastructure in the South Central region.

Accordingly, the Ministry of Construction requested agencies and units to continue implementing the directions of the Politburo, the Secretariat, the Government, the Prime Minister, the National Civil Defense Steering Committee and the Ministry of Construction on urgently overcoming the consequences of floods in the South Central region; synchronously deploy solutions to overcome the consequences of floods, especially for locations with landslides, road breaks, and flooding on main traffic axes, vital national highways and the North-South railway through the South Central region with the most urgent, drastic, proactive spirit, ready to respond to upcoming floods, not to be passive or surprised.

The People's Committees of Gia Lai, Dak Lak , Khanh Hoa and Lam Dong provinces directed the Department of Construction to preside over and coordinate with relevant agencies and units to proactively concentrate all resources to overcome damage, ensure traffic safety, quickly clear roads and routes, especially national highways under management and routes serving rescue and relief work; urgently check and review the need for materials, equipment and experienced experts to serve the work of overcoming the consequences of natural disasters. In case of need for support, synthesize specific reports and send them to the Ministry of Construction and the Vietnam Road Administration for timely consideration and support.

Khanh Hoa Provincial People's Committee directed the Department of Construction to request Military Region 5 to urgently support forces, vehicles and specialized equipment to organize blasting, rock breaking, and clearing obstacles so that local forces and the construction industry can soon deploy construction to open National Highway 27C, ensuring traffic connection, serving the needs of travel, transporting goods and rescue work.

The People's Committees of Khanh Hoa and Dak Lak provinces urge and direct the investors of component projects 1 and 3 of the Khanh Hoa-Buon Ma Thuot expressway to urgently inspect and review the entire construction site, promptly detect potential unsafe locations to have timely solutions and make up for the slow progress due to the impact of floods and rains; proactively have solutions to respond to natural disasters in the coming time.

Vietnam Road Administration directs Road Management Areas III and IV to urgently coordinate with the Departments of Construction of Khanh Hoa and Lam Dong to handle serious landslides on National Highway 27C and in organizing traffic flow and regulation; directs the Road Engineering Center to send specialized staff to support the Departments of Construction in the flood-affected areas to research and propose technical solutions and design plans to repair and reinforce damaged areas caused by natural disasters, suitable for terrain conditions and adapting to natural disaster developments, limiting the recurrence of landslides and damage in the future.

Actively coordinate with the Department of Construction to promptly provide and support spare materials such as steel cages, Bailey beams, DTDP-30 steel beams and other essential materials. Prioritize the arrangement of materials for key locations, points causing traffic congestion and disruption to ensure the fastest resolution, early route opening and long-term stability of traffic infrastructure.

Check, review and synthesize opinions and proposals of the Departments of Construction to promptly advise the Ministry to support and guide localities to fix and clear roads and routes in the fastest time; regularly update and synthesize tasks related to ensuring general traffic safety on the entire route and guide the Departments of Construction to closely coordinate in the management, operation and exploitation of national highways that have been decentralized to localities and are managed by two Departments of Construction.

After completing the opening of national highways, the Vietnam Road Administration and the Departments of Construction are required to coordinate with the Institute of Transport Science and Technology and relevant units to review, evaluate and develop a solidification plan to ensure stability and sustainability against natural disasters (for locations on national highways that are frequently subject to landslides and flooding during prolonged rains and floods) to propose to competent authorities to balance and allocate resources for implementation.

Coordinate with mass media agencies to promptly inform about traffic jams, floods, landslides and traffic diversion and regulation plans; notify transport businesses and traffic participants to know and adjust time and itinerary accordingly.

Vietnam Railway Authority and Vietnam Railway Corporation shall study and propose to competent authorities (if deemed necessary) to consider declaring an emergency situation regarding natural disasters in accordance with the provisions of law as a basis for issuing an Emergency Construction Order to immediately organize the restoration of sections and blocks on the North-South railway line through the South Central region that are currently blocked.

Vietnam Railways Corporation urgently inspects, reviews, evaluates, summarizes the damage, and develops a plan to remedy the situation. In case the budget for railway infrastructure management and maintenance allocated for 2025 is insufficient, report to the Ministry of Construction for consideration and proposal to the Prime Minister to allocate the central budget reserve to carry out rescue and recovery work after storms and floods.

The Civil Aviation Authority of Vietnam directs airport authorities and airlines to create all favorable conditions in the process of receiving aid goods from countries and international organizations to support and help people in areas affected by natural disasters.

Project Management Board 2 (Quang Ngai - Hoai Nhon section component project), Project Management Board 7 (Chi Thanh - Van Phong section component project), Project Management Board 85 (Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh section component projects), Railway Project Management Board (Khanh Hoa - Buon Ma Thuot Expressway component project 2, Vinh - Nha Trang section railway renovation and upgrading project) urgently restore the construction site, reorganize construction to complete the component projects as planned; inspect and review the entire construction site, promptly detect potential unsafe locations to have timely solutions and solutions to compensate for the slow progress due to the impact of floods; proactively have solutions to respond to natural disasters in the coming time; continue to coordinate with localities in overcoming the consequences of floods caused in the recent past.

Project Management Board 85 presided over and coordinated with Lam Dong Department of Construction and the Department of Economics - Construction Investment Management to urgently organize construction to fix the incident at Mimosa Pass on National Highway 20, ensuring the route is open before December 1 and completing the solidification before Lunar New Year 2026.

The Department of Economics - Construction Investment Management urgently coordinates with Board 85 to complete the procedures for announcing the Emergency Construction Order to promptly organize the construction to fix the incident at Mimosa Pass on National Highway 20; monitor and urge, and at the same time advise the Ministry of Construction to promptly direct the Project Management Boards to perform the tasks in Section 6 above.

The Department of Planning and Finance shall preside over and coordinate with the Vietnam Road Administration and the Department of Economics and Construction Investment Management to review and synthesize funding sources to arrange for overcoming the consequences of natural disasters in the recent past on national highways, expressways and the North-South railway. In case the allocated funding for 2025 is still insufficient, the Ministry's staff shall submit a document to the Prime Minister proposing to arrange from the central budget reserve to overcome the consequences of natural disasters.

The Department of Transport and Traffic Safety conducts a review and assessment of the response and recovery work caused by natural disasters in recent times, and reports to the Ministry's leaders and the National Civil Defense Steering Committee.

Units organize on-duty shifts and strictly implement the reporting regime to the Civil Defense Command of the Ministry of Construction (via email: banpclb@moc.gov.vn).
