World Bank delegation visits low-emission rice production model and Cai Khe fishing port

On the morning of November 27, a working delegation of the World Bank (WB) led by Mr. Carlos Felipe Jaramillo, WB Vice President for East Asia and the Pacific ; Ms. Mariam J. Sherman, WB Country Director for Vietnam, Laos and Cambodia; and Mr. Tran Thanh Nam, Deputy Minister of Agriculture and Environment, visited the New Green Farm Cooperative in Thoi Long Ward, Can Tho City. Mr. Tran Chi Hung, Vice Chairman of the Can Tho City People's Committee, also joined the delegation.

New Green Farm Cooperative currently has more than 100 households participating in rice production linkage, with an area of ​​over 148 hectares. The Cooperative not only applies advanced technical processes, applies high-quality and low-emission rice cultivation machinery, but also exploits and effectively uses straw by-products in the rice production process according to the circular agriculture direction. Thanks to that, farmers in the Cooperative improve production efficiency, increase profits and reduce greenhouse gas emissions and negative impacts on the environment.

At New Green Farm Cooperative, the delegation visited production activities such as demonstration of row/cluster sowing, MRV monitoring station, AWD measuring equipment in high-quality and low-emission rice production; outdoor straw mushroom growing model; demonstration of organic fertilizer production process.

Next, the delegation went to the Office for Coordination of Rural Agriculture in the Mekong Delta. Here, Deputy Minister Tran Thanh Nam introduced the "One Commune One Product" (OCOP) program, contributing to the development of the rural economy through improving the quality and value of local products. At the same time, he discussed with the delegation issues related to the Project "Sustainable development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030". Deputy Minister Tran Thanh Nam emphasized that the greatest success of the Project is to create a change in the production mindset of farmers and cooperatives. He proposed that the WB continue to support Vietnam in expanding the project in the coming period. Consider supporting preferential green credit loans for Vietnamese enterprises and cooperatives to implement the use of agricultural by-products to create value and increase farmers' income.

Ms. Mariam J. Sherman proposed that the WB coordinate with the Ministry of Agriculture and Environment to organize a workshop. The WB will send experts to support relevant ministries and sectors in resolving difficulties in financial mechanisms, as well as discussing directions for the coming period. The WB will introduce organizations that provide Vietnam with financial support to implement projects, contributing to the sustainable development of Vietnam.

The Cai Khe, Dau Sau, Cai Son boat locks project under Project 3 (Can Tho City Development and Urban Resilience Project) was implemented with loans from the World Bank, non-refundable support from SECO (Switzerland) and counterpart funds from the local budget. After being put into use, the project has been highly effective, especially in preventing urban flooding, preventing landslides, urban beautification, traffic connection and attracting tourists...

Here, the Delegation observed the actual operation of the water regulation gate; FRMIS operation: operation, control of water resources, flood prevention; early warning information; creation of flood risk maps; support for urban planning work. Discussed the need for future financial support from the WB for the Phase 4 Project to complete the urban infrastructure of the core area of ​​Binh Thuy district (now Binh Thuy, Long Tuyen, Thoi An Dong wards). At the same time, strengthening traffic and logistics connections with surrounding areas, reducing flood risks in the central urban area and enhancing connections between central areas of the city.

Ms. Mariam J. Sherman said: The World Bank will continue to support Can Tho City to enhance urban resilience, but the scale will be larger, not only Can Tho but also other localities, contributing to better implementation for urban areas in Vietnam. The World Bank's experts will work in detail with Can Tho City on technical aspects to specify the contents the city needs support.

Mr. Tran Chi Hung, Vice Chairman of Can Tho City People's Committee, expressed his thanks to the World Bank for accompanying and supporting Can Tho City in the past time. Can Tho City is reviewing and adjusting the city's master plan and must complete it in December 2025. During the implementation process, the city consulted the World Bank on support contents in the coming time to suit the adjusted plan, ensuring the city's development requirements.
