
Launching the "Digital Volunteer" model at Tan Phuoc A2 Hamlet, Long Hung Commune ( Can Tho City).
Convenient, suitable for people in remote areas
The model originated from the fact that many households in the hamlet are far from the Public Administration Service Center, making travel difficult, especially when the water level rises, many rural roads are flooded. Many elderly people or farmers are not familiar with smartphones, and each time they need to resolve administrative procedures, they have to ask their children or grandchildren or go multiple times because they lack the required documents.
From that concern, Mr. Mai Thuyet Hung, Secretary of the Tan Phuoc A2 Hamlet Youth Union, proposed that Long Hung Commune Union deploy a model to bring digital services to homes. “I see people going to far away communes, sometimes having to return because they lack the required documents. From there, I advised the Commune Union to build and deploy the “Digital Volunteer” model to support people in the hamlet more conveniently,” said Mr. Hung.
Operating on the weekends, the model operates on the spirit of: “Those who know more guide those who know less; those who do not know will receive on-site support”. Union members take turns on duty to promptly help people register for online public services, integrate documents into VNeID, retrieve passwords, and answer technology questions, etc.
Ms. Dang Thi Giang, in Tan Phuoc A2 hamlet, shared: “I am old and do not know how to use a phone. Thanks to the step-by-step instructions from the youth union members, I now know how to use VNeID, which saves me from having to carry a lot of paperwork when doing administrative procedures. With the “Digital Volunteer” model right in the hamlet, the people are very happy!”
Not only providing support at fixed locations, members also go to the homes of those in need. For example, Ms. Duong Thi Thuyet was guided through the death registration process for her child. “Everything I asked was explained clearly. The children here are very nice and enthusiastic!” - Ms. Thuyet said.
In addition to supporting documents, the union members also guide people on how to scan QR codes, submit documents online, view processing progress, etc., helping people gradually get used to the digital environment.

Spread the spirit of youth
Mr. Le Tuan Vu, Vice Chairman of the Vietnam Fatherland Front Committee of Long Hung Commune, Secretary of the Long Hung Commune Youth Union, commented: “The “Digital Volunteer” model demonstrates the creative and proactive spirit of young people in digital transformation. The support of youth union members for people right in the hamlet is very practical and suitable for local conditions.”
According to Mr. Le Tuan Vu, in the coming time, Long Hung Commune Union will expand the model to the remaining hamlets in the commune; increase the number of shifts, especially in the evening and on weekends; supplement the force of volunteers with digital skills from the School Union and local youth; organize training to improve support skills for union members.
Although newly deployed, the "Digital Volunteer" model in Tan Phuoc A2 hamlet has supported dozens of cases each week. Many people know how to submit their applications and track the progress of their cases on their phones, significantly reducing travel time. More importantly, the model helps increase people's trust in online public services; creates a close communication environment between union members, youth and people; builds the image of "youth in the digital transformation era" as dynamic and responsible; contributes to promoting digital society, digital citizens, and digital economy right from the grassroots.
From a small idea of the group leader, the "Digital Volunteer" model has now become a technological bridge, spreading the spirit of dedication of Long Hung youth and contributing to bringing digital transformation closer to local people.
