
The report at the working session said that most rubber production and trading enterprises had positive results, with budget revenue from the rubber sector in the first 11 months of 2025 reaching 116 billion VND, much higher than the same period in 2024.
Enterprises also reported some difficulties in production, requesting the province to consider exempting or reducing land rent because the labor force is mainly ethnic minorities, and to promptly complete procedures for some areas of land that have been recovered but legal documents are still stuck.


Concluding the working session, Vice Chairman of the Provincial People's Committee Nguyen Ngoc Sam requested the Tax Department and local authorities to guide and confirm documents to implement the policy of land rent exemption and reduction in accordance with regulations; and guide the handling of tax-related administrative procedures for businesses and employees.

Assign the Department of Agriculture and Environment to study and propose solutions to handle land-related petitions of enterprises. The Department of Finance shall preside over and coordinate with relevant units to advise on solutions to resolve the backlog of the Youth Volunteer Corps, to be completed before December 15, 2025.
Request the People's Committees of communes to coordinate with enterprises to review the rubber and forest areas in the land lease area, synthesize and report to the Provincial People's Committee before December 30, 2025. The Provincial Tax Department urges and removes difficulties for enterprises, ensuring the completion of collection tasks; enterprises strive to fulfill financial obligations, increasing by at least 10% in 2025.
