Cooperative Economic Forum 2025: Online conference to discuss development solutions

(gialai.gov.vn) – On the afternoon of November 28, at the Government Headquarters, Deputy Prime Minister Nguyen Chi Dung and Deputy Prime Minister Mai Van Chinh co-chaired the 2025 Cooperative Economic Forum with the theme "Effective linkage between cooperatives and enterprises". The conference took place in the form of direct and online access to ministries, branches and provinces and cities across the country. Attending the conference at the Gia Lai province bridge were comrade Nguyen Tuan Thanh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and leaders of relevant departments, branches and units.

The report at the forum showed that the collective economic sector and cooperatives have continued to have positive developments in both scale and quality in recent years. It is estimated that by December 31, 2025, the country will have 35,041 cooperatives, an increase of 8,929 cooperatives compared to 2020; the number of members will reach nearly 6 million people. The country currently has 164 cooperative unions (UUs), an increase of 64 UUs compared to 2020, with more than 65,900 cooperative groups in operation. The quality of cooperative operations continues to improve, with more than 27,375 cooperatives achieving good and fair grades (accounting for 78.1% of the total number of cooperatives nationwide).

The report also shows that the business efficiency of cooperatives is increasingly improved. Average revenue reached 4,562 million VND/cooperative/year, average profit reached 421 million VND, an increase of 107 million VND compared to 2020. Regular labor income in cooperatives increased to 64 million VND/year. By 2025, there will be 2,600 cooperatives applying high technology, about 4,700 cooperatives participating in value chain linkage; in the agricultural sector alone, nearly 40% of cooperatives produce according to the chain.

Speaking at the forum, delegates affirmed that the linkage between cooperatives and enterprises is a key factor in improving production efficiency and competitiveness. For cooperatives, linkage helps expand business activities, increase revenue, improve management capacity and ensure stable output for members. For enterprises, cooperatives are centralized production units, helping to provide stable supply of raw materials, facilitate traceability, reduce logistics costs and meet export standards.

In recent years, the linkage between cooperatives and enterprises in Vietnam has been increasingly promoted, bringing many positive results. This cooperation contributes to improving production capacity, product consumption, application of science and technology and expanding markets for both sides. Many value chain linkage models have been formed, especially in the agricultural sector, helping cooperatives access technology, capital and markets, while helping enterprises ensure a stable and quality supply.

In Gia Lai, it is estimated that by the end of 2025, there will be 780 cooperatives with 300,075 members. Up to now, the whole province has 62 cooperatives linked with enterprises; 272 chains linking crops with a total area of ​​249,876 hectares, 180 linked livestock farms, 16,200 bee colonies, 57 bird nest farms participating in production and product consumption links, 31 safe agricultural, forestry and fishery food supply chains. Not only organizing production effectively, providing input and output services to members, cooperatives also contribute to improving local production efficiency, creating jobs, increasing income, reducing poverty, ensuring social security and promoting new rural construction.

Speaking at the Forum, the representative of Phuoc Hung Agricultural Cooperative (Tuy Phuoc Bac commune) presented a speech on the current situation and solutions to promote the linkage between cooperatives and enterprises associated with the implementation of Resolution No. 68-NQ/TW at Phuoc Hung Agricultural Cooperative. Established in 1977, with 2,463 member households. With a scale of more than 660 hectares of rice of members and people in the commune, the Cooperative has linked the production and consumption of rice seeds with Thai Binh Seed Group Joint Stock Company - Central Highlands Branch; ADI Agricultural Investment, Trade and Development Joint Stock Company and a number of other domestic companies. Every year, the average purchase output is over 1,200 tons/year, in some years up to 2,500 tons/year; annual revenue is nearly 14 billion; the added value brings to members about 2.5 billion VND/year.

Concluding the Conference, Deputy Prime Minister Nguyen Chi Dung stated that in recent years, institutions, mechanisms, and policies creating a legal corridor to promote the development of collective economy, cooperatives, private economy, enterprises, and strengthen linkages between economic sectors have been increasingly improved, in line with practical requirements and demands.

To promote the effectiveness of collective economy, cooperatives and promote links with economic sectors, Deputy Prime Minister Nguyen Chi Dung said that it is necessary to mobilize and effectively use all social resources, strongly promote links between cooperatives and enterprises to fill the gap that the private sector or the State alone cannot solve. In particular, the link between cooperatives and enterprises plays an important role.

Deputy Prime Minister Nguyen Chi Dung requested ministries, departments, branches and localities to review current regulations to continue to improve support policies for enterprises and cooperatives to ensure suitability. At the same time, mobilize all resources to support cooperatives and enterprises to develop linkage chains, especially policies on loans, in which capital from the Small and Medium Enterprise Support Fund can be used to support cooperatives and research specific policies and mechanisms to attract enterprises to participate in cooperatives and cooperative groups in the agricultural sector.

Along with that, immediately deploy a digital transformation support program to improve capacity for all cooperatives in 2026; continue to organize cooperation and association projects/plans in production and consumption of agricultural products and have a mechanism to support vocational training to improve the quality of cooperative members and farmers, thereby improving operational capacity as well as effectively participating in linkage chains.

In addition, the Deputy Prime Minister also requested enterprises to promote their pioneering role in linking with cooperatives along the value chain in all fields, focusing on green economy, digital economy, circular economy and taking the lead in applying high technology in all fields, especially agriculture; Cooperatives should improve their self-management capacity, organize production activities well and participate more deeply in value chain links to create efficiency, contributing to promoting the development of cooperative economy...

"The Government always encourages and creates all conditions for economic sectors to develop fairly, equally and sustainably" - the Deputy Prime Minister affirmed and called on ministries, agencies, cooperatives and enterprises to have a more far-sighted, more strategic vision and take more drastic actions so that economic sectors do not operate separately, but join forces to develop quickly and sustainably, converging into a combined strength, taking the country far in a new era./.
